Global Disasters Wreaked Havoc In 2017 – Total Economic Losses Top $300 Billion

According to a new reinsurance report issued by the Swiss Re Institute, total economic losses from natural and man-made disasters have soared 63 percent in 2017 to an estimated $306 billion, up from $188 billion in 2016.


Globally, insurers lost $136 billion from natural and man-made disasters in 2017, up from $65 billion in 2016, the third highest on record. This is “well above the previous 10-year annual average, and the third highest on sigma records,” Swiss Re said in its report. Natural disasters accounted for $131 billion of 2017’s insured losses, and man-made disasters for the remaining $5 billion. The human loss totaled around 11,000 deaths, similar to 2016.


Martin Bertogg, Head of Catastrophe Perils at Swiss Re said, “in recent years, annual insurance losses from disaster events have exceeded USD 100 billion a few times. The insurance industry has demonstrated that it can cope very well with such high losses.”


“However, significant protection gaps remain and if the industry is able to extend its reach, many more people and businesses can become better equipped to withstand the fallout from disaster events,” he added.



According to Swiss Re, “extreme weather in the US in the second half of 2017” has been the primary driver for high insured losses:



In August and September, three category 4+ hurricanes – Harvey, Irma, and Maria (HIM) – made landfall in the US. Destruction from the three hurricanes stretched from the Texas coast (Harvey) through West Florida to the Caribbean (Irma and Maria), together causing insured losses estimated to be almost USD 93 billion.


Given the vast geographic footprint of the hurricanes, which affected multiple locations in quick succession and impacted multiple lines of business, a full assessment of the insured losses is still ongoing.


The economic losses from the three events will be much higher given the significant flood damage – often uninsured – from hurricane Harvey in densely populated Houston, Texas, an extended power outage in Puerto Rico after hurricane Maria, and post-event loss amplification.


The United States was the hardest hit according to the report, which indicated hurricanes: Harvey, Irma, and Maria made 2017 the “second costliest hurricane season on sigma records after 2005.”



Wildfires and thunderstorms in the US were also mentioned in the report:



Also in the second half of 2017, hot and dry weather in California created favourable conditions for wildfires to ignite and spread to urban areas. There were three major fire events in October in Northern California: Tubbs, Atlas and Mendocino Lake. Both residential and commercial property (including vineyards) were impacted. According to preliminary estimates from Property Claims Services, the major fire events triggered combined insured property losses of USD 7.3 billion. Fires are still raging in Southern California in December, and the as-yet undetermined full-year losses from wildfires will likely be higher.


Other extreme weather in the US led to a high number of severe convective storms (thunderstorms). Five separate severe thunderstorm events from February to June caused insured losses of more than USD 1 billion each. The most intense and costly event was a four-day long storm in May with heavy damage to property inflicted by hail in Colorado and strong winds in other parts of southern and central states. The economic losses of this storm alone were USD 2.8 billion, with insured losses of USD 2.5 billion.



Elsewhere, Swiss Re discussed extreme weather events of various forms around the world:



In mid-September, two powerful earthquakes in Tehuantepec and Puebla, Mexico, led to numerous building collapses, claiming a large number of victims and resulting in insured losses of more than USD 2 billion. Earlier in the year, in late March, the category 4 tropical Cyclone Debbie hit the northeastern coast of Australia. Wind gusts of up to 263 km/h and widespread flooding in central and southeast Queensland and northeast New South Wales led to insured losses of USD 1.3 billion.


And at the end of April, Europe suffered a cold snap, followed by a summer of heat waves and record temperatures in several locations, making 2017 a year of weather extremes. Further, severe floods in South East Asia caused large devastation and, sadly, a large number or victims.



Worldwide losses (USD bln) for man-made and natural catastrophes have absolutely exploded since 1990, according to a Swiss Re.

Top Ten Global Weather/Climate Events of 2017

A Year of Landfalls (Hurricanes Harvey, Irma, and Maria) and Firestorms (California)

In 2017, the atmosphere seemed to have it in for the United States. Globally, the lion’s share of destruction from each of the world’s four costliest weather-related disasters occurred within U.S. states and territories, and each one involved either hurricanes or wildfires. Through September, NOAA tallied 15 U.S weather disasters in 2017 with a cost of at least $1 billion, and the December wildfires in Southern California may well add another billion-dollar disaster to the total. This would tie 2017 with 2011 for the most billion-dollar weather disasters in any year in U.S. history.


Granted, the U.S. is a meteorological crossroads that’s renowned for getting virtually every type of meteorological mayhem, but it’s unusual for the nation to have such a lopsided share of the global toll from a year’s worth of weather/climate disasters. One preliminary damage assessment put the U.S. damage from Maria, Harvey, and Irma at $207 billion, with another $25 billion in non-U.S. damage. Thus, our picks below for the planet’s highest-impact weather and climate events of 2017 are very U.S.-centric.


Three events tied for #1 in 2017: Hurricanes Harvey, Irma, and Maria


The most hellacious series of Atlantic hurricanes since 2005 produced catastrophic damage in a number of Caribbean nations as well as Puerto Rico, the U.S. Virgin Islands, and the U.S. mainland. One reason: at the peak of hurricane season, sea-surface temperatures were at near-record warm levels across most of the tropical Atlantic. Moreover, upper-level winds (with an assist from La Niña) were unusually supportive for allowing hurricanes to thrive (bringing low wind shear), and steering currents favored trajectories toward land, with a grand total of 23 landfalls for the year. The period from late August to early October saw a nearly unbroken string of Atlantic hurricanes in progress, and September produced the largest amount of accumulated cyclone energy (ACE) of any month on record.

1. Hurricane Maria


Hurricane Maria hit the island of Dominica in the Caribbean as a Category 5 hurricane with 160 mph winds, then powered through the Virgin Islands and Puerto Rico as a top-end Category 4 storm with 155 mph winds, causing catastrophic damage and at least 47 deaths outside of Puerto Rico. The death toll from Maria in Puerto Rico is likely to top 1,000 when indirect deaths that occurred in the weeks and months after Maria’s passage are fully taken into account. This would make Maria only the second hurricane since 1928, along with Katrina of 2005, to have caused at least 1,000 deaths in the U.S. or its territories. Total damage across the Caribbean from Maria has not yet been fully tallied, but some estimates are in excess of $100 billion (insured plus uninsured damage), which would make Maria more costly than any hurricane except Hurricane Katrina ($161 billion in damage in 2005). Overall, it appears that Maria will be the deadliest Atlantic hurricane since 2005’s Stan, which took more than 1,500 lives in Guatemala and another 150+ in neighboring countries.


Maria also became a political flash point, as it highlighted Puerto Rico’s fragile infrastructure and the lack of urgency one might see in recovery efforts for a similar disaster in a U.S. state versus a territory. More than a million residents still lacked power as of late December. According to New York Times reporter Frances Robles, the U.S. Corps of Engineers estimates that power will not be fully restored to rural parts of Puerto Rico until the end of May—a full eight months after Maria.

Tied for #1: Hurricane Harvey


Hurricane Harvey was spectacular in terms of rainfall, as a result of its slow movement near the southeast Texas coast following landfall at Category 4 strength just north of Corpus Christi. At least 40” of rain fell across a gigantic area from Houston to Port Arthur—larger than the entire state of Delaware. The storm total of 60.58” at Nederland, TX, was the heaviest single amount ever recorded from a tropical cyclone or its remnants in the U.S. One analysis found that Houston could expect Harvey-like rains only about once every 2000 years—but that climate change is already making such rains far more likely.


Harvey caused at least 84 direct and indirect deaths, primarily from massive flooding across southeast Texas, including many places outside the 100-year flood plain. The total cost of Harvey (including insured and noninsured losses) was estimated by insurance broker Aon Benfield at $90 billion. Among U.S. hurricanes, this comes in behind only the $161 billion in total damage from 2005’s Hurricane Katrina, as estimated by NOAA’s National Centers for Environmental Information. Hurricane Maria may exceed Harvey’s damage once the final numbers are in, though.

Also tied for #1: Hurricane Irma


Irma was neither the deadliest or most destructive Atlantic hurricane of 2017—but in most other years, it would have been an epic disaster all its own. Irma churned across or near several Caribbean islands as a Category 5 storm packing 185 mph winds, the strongest winds of any tropical cyclone on Earth this year. Irma made destructive landfalls in Antigua and Barbuda, Saint Martin, Anguilla, Turks and Caicos, The Bahamas, and Cuba, as well as the United States. Before it moved up the west coast of Florida, Irma angled just far enough leftward to rake the north coast of Cuba, a shift that resulted in 10 deaths and $2.1 billion in damage there. Had Irma not been disrupted by its encounter with Cuba, it might have produced far greater destruction in Florida. All told, Irma took 124 lives and wreaked an estimated $50 billion in total damage along its path, according to Aon Benfield.

4.  California wildfires (October-December)


After an unusually slow start to the U.S. fire season caused by a wet winter, the fire season of 2017 put on an intense blitz of the Western U.S., burning 9.6 million acres–the third highest total since accurate records began in 1960, according to the National Interagency Fire Center. The last three months of the year brought two devastating clusters of wildfire to California. The stage for disaster was set by a near-record wet winter in 2016–17, which led to a bumper crop of fire-vulnerable shrubs and grasses. California’s hottest summer on record eventually left the fresh vegetation tinder-dry, and cool-season rains were unusually slow to return to the state.


The first of the year’s two firestorms burst into being on the night of October 8-9, when a fierce round of hot, dry winds gusting to more than 60 mph swept through the North Bay Hills of California. The strong winds tossed embers well ahead of the fire line, leading to extremely rapid fire spread. Many residents had only a few scant minutes to evacuate. The Tubbs Fire pushed from the urban/wildland interface well into the city of Santa Rosa, scorching more than 36,000 acres and consuming 5,643 structures in all—almost twice the structural toll of any other fire in Cal Fire records. At least 44 people died as a direct result of the October fires, the largest U.S. death toll from a wildfire event in nearly 100 years.


In December, persistent offshore Santa Ana winds led to the worst late-season fires in California history across the coastal hills from Santa Barbara to San Diego. The biggest and most destructive was the Thomas Fire in Ventura and Santa Barbara Counties. The Thomas Fire became the largest in reliable state history on December 22 when its coverage reached 273,400 acres, topping 2003’s Cedar Fire (273,246 acres). The Thomas Fire consumed at least 1,063 structures, with hundreds of other buildings destroyed in five other major wildfires across the region. The Santa Ana winds arrived during a normal climatological peak, but their effects were intensified by the extensive dried-out vegetation and by the near-record warm, dry conditions that prevailed across Southern California throughout the autumn and into December.

Yes, the US Government Has Experimented With Controlling Hurricanes


(ANTIMEDIA) United States of America — The 2017 hurricane season has wrought more damage on the Caribbean and the Gulf Coast of the United States than any season in the last decade. Tropical Storm Harvey smashed into the Gulf, temporarily swallowing Houston and other low lying areas. Meanwhile, Hurricane Irma caused millions of dollars in damage to Florida, Puerto Rico, and other Caribbean islands, leaving millions without power and water.



Along with the gusts of wind, property damage, and loss of life, this hurricane season also sparked a wide range of conspiracy theories regarding the possibility that the U.S. government or some other government could be manipulating the weather to strengthen hurricanes. These theories range from the idea that planes were spraying before and during the storms in order to help them grow and/or direct them at specific targets to others who believe the High Frequency Active Auroral Research Program (HAARP), or a similar device, was used to heat up the ionosphere and “charge” the storms to cause more destruction.







There are dozens of YouTube channels where individuals focus specifically on weather manipulation and modification. They claim to have the expertise to study radar images and determine whether artificial elements were added to developing hurricanes. If you are interested in that type of research, see this. However, I will not be addressing the issue of whether or not the U.S. is currently manipulating hurricanes. I do not have the technical background to accurately report in that area. Instead, I will focus on the history of weather modification as it pertains to hurricanes. If you have limited knowledge on weather modification — or, perhaps, you even think it is a hoax — I encourage you to read on. If you are familiar with the history or science of weather modification, I also encourage you to read on, as I have included details I have not seen covered elsewhere.


The theories surrounding possible hurricane manipulation have grown to the point that the “mainstream” media has been forced to respond. In early September, Space.com released an article titled “No, We Can’t Control Hurricanes from Space,” which attempted to debunk these theories. “The short answer is that we can’t control weather at any scale, and hurricanes are no exception,” Space.com wrote. Nevertheless, if we go back to 2015, we find an article from Popular Mechanics matter-of-factly stating, “We Could Reduce the Number of Hurricanes By Injecting Particles Into the Atmosphere.” The article discusses research published in the journal Proceedings of the National Academy of Sciences that concluded sulfates could be spread into the Earth’s stratosphere to “dampen” hurricanes over the next 50 years. The scientists do not claim to be able to “steer” or direct hurricanes, but they do say they have the power to slow them down by 50 percent.


A (Brief) History of Weather Modification

Despite these modest statements, the history of weather modification and the desire to manipulate hurricanes has a history stretching back at least 100 years to people often known as “rainmakers.” The rainmakers were men who studied “pluviculture,” or the act of attempting to artificially create rain, usually to fight drought. Most of these men were seen as scammers, traveling salesman pitching fantasy ideas to the gullible about creating rain. However, one of the most successful rainmakers was Charles Hatfield. Born in 1875, Hatfield migrated to Southern California and studied pluviculture, eventually creating a secret mixture of 23 chemicals he said could induce rain. Using his secret mixture, Hatfield successfully created storms several times and began to find work creating rain.







In 1915, Hatfield began working for the San Diego city council to produce enough rain to fill the Morena Dam reservoir. Hatfield was told he would receive $10,000 once the reservoir was filled. In early January 1915, rain began pouring down over the dam, growing heavier with each day that passed. On January 20, the dam broke, causing mass flooding that led to an estimated 20 deaths. Hatfield told the press he was not to blame, stating the city should have taken precautions. The city refused to pay Hatfield unless he also accepted liability for the damage and deaths. After legal battles ensued, Hatfield was absolved of any wrongdoing when the storm was officially ruled an act of God. However, due to the ruling, Hatfield’s work was seen as a failure, and he was (mostly) relegated to forgotten pages of history.


Beginning in 1947, General Electric, the U.S. Army Corps, the U.S. Air Force, and the Office of Naval Research began attempting to modify hurricanes. The main scientist behind the research was a Nobel Peace Prize-winning chemist named Irving Langmuir. While working as a chemist with GE, Langmuir began to hypothesize about manipulating hurricanes. In October 1947, the researchers decided to seed a hurricane with ice pellets. The hurricane had been drifting to the northeast into the Atlantic Ocean, but after being seeded, the hurricane grew stronger and crashed into Savannah, Georgia.


There was a public backlash and threats of lawsuits against Langmuir and the research team. Despite Langmuir claiming responsibility for affecting the storm, researchers concluded his work did not cause the change in direction. The lawsuits were dropped, but Langmuir continued to work on weather modification. It’s not hard to imagine the U.S. military and General Electric wanting to distance themselves from the destruction by calling their own project a failure. Interestingly, Wikipedia references a 1965 article from the Sun-Sentinel titled “Betsy’s Turnaround Stirs Big Question.” (Betsy was another hurricane reported to have been modified.) The article, written more than a decade later, apparently reports that a hurricane in 1947 “went whacky” and that “[t]welve years later it was admitted the storm had in fact been seeded.” Unfortunately, there is not a digital copy of the article available to verify the claims on Wikipedia.



Most reports on Project Cirrus claim the 1947 hurricane was the only attempt, but a look at records maintained by General Electric indicate there were several more tests on hurricanes. The records list Albuquerque, New Mexico; Mt. Washington, New Hampshire; Burbank, California; and several locations in New York as test sites for cloud seeding with silver iodide. Another section lists cloud seeding attempts in Honduras by Langmuir. The report stated:


“In 1948 and 1949, Langmuir visited Honduras, Guatemala, and Costa Rica to study tropical cloud formations, and particularly to learn what was being done by Joe Silverthorne, a commercial cloud seeder, in seeding clouds for the United Fruit Company. The work was being


Conducted for the purpose of testing out the possibility of controlling rainfall, and particularly in the hope of stopping blow-downs that result from winds associated with thunderstorms, which occasionally destroy large stands of fruit trees.”


The GE report is well worth your time and attention. It details the contracts between the U.S. military and GE, as well as other historical details regarding GE’s attempts to modify weather.


More recent examples of attempts at weather modification involve programs known as Project Stormfury, Project Cirrus, and Operation Popeye. Project Stormfury was a U.S. government project aimed at weakening Tropical Cyclones by seeding them with silver iodide. From 1961 to 1971, researchers sprayed silver iodide into hurricanes, believing the supercooled water might disrupt the structure of the storm. Officially, the project has been ruled a failure, but it was not the only attempt to manipulate weather in this time period.


One example of seeding a hurricane that may have actually been successful was Hurricane Betsy in 1965. As the Sun-Sentinel reported in 1965:


“Hurricane Betsy was building strength; it looked like it was aiming for South Carolina, posing no threat to South Florida. But on Saturday, Sept. 4, the storm whirled to a stop, about 350 miles east of Jacksonville. When Betsy started moving again on Sunday, she had changed directions. The storm plowed through the Bahamas Monday night, then mauled South Florida a day later.”


Officially, the U.S. government says Hurricane Betsy was designated to be seeded but that apparently, that decision was changed at the last moment. The National Oceanic and Atmospheric Administration recalled the event on the 50th anniversary:


“Dr. Joanne Simpson, Project Director, had ordered the fleet of Navy and Weather Bureau research aircraft to deploy to Puerto Rico on August 28th.  Over the next two days, the planes monitored the storm’s slow progress toward the designated part of the ocean where they could carry out their weather modification experiments.  By August 31st, Betsy had just managed to crawl into the area as a hurricane, so a seeding experiment was scheduled for the next day.  The first aircraft had already taken off from Roosevelt Roads Naval Air Station, PR the morning of September 1st when word came from the National Hurricane Center that overnight Betsy had completed a loop in its track and was now headed southward and out of the allowed seeding area.  The seeding experiments were called off and the mission changed to a ‘dry run’, where the same patterns were flown but no silver iodide was released into the storm.  Unfortunately, no one informed the press which had been alerted to STORMFURY’s seeding intentions the previous day.”


The press and the public blamed the researchers for the 138 mph winds and destruction from Betsy. Congress was skeptical of further programs until the researchers were able to smooth things over. “I was totally unaware of the level of emotion and hostility that was directed against anything that had to do with cloud seeding,”  Joanne Simpson, one time head of Project Stormfury, told NASA.  Simpson would go on to work on a cloud-seeding project called FACE (the Florida Area Cumulus Experiment).


With Hurricane Betsy and the 1947 hurricane, we have two situations where cloud-seeding was reportedly happening, and we have two disastrous outcomes. In both situations, the scientists claimed no responsibility, and no one was held accountable. Again, is it that hard to imagine a government official (or a scientist under government contract) lying about the nature of the work? Especially if that work resulted in millions of dollars in property damage and deaths?


The NOAA even acknowledges that “[s]ince no one at Project STORMFURY nor in the Weather Bureau had advised the public or the press that the actual seeding of the storm had been scrubbed, many people believed it had been carried out and the link to its odd path seemed plausible.  Although attempts to clarify the facts about STORMFURY and Betsy were made after the fact, the notion of a link persists to the present.”



Weather as a Weapon of War

Operation Popeye was a now-declassified attempt by the U.S. military to modify the weather in Southeast Asia from 1967 to 1972. The U.S. military conducted cloud-seeding operations over the Ho-Chi Minh trail during the Vietnam War. Cloud-seeding typically involves planes flying overhead and spraying silver iodide into the air. The goal in Vietnam was to extend monsoon season and flood out the enemy. It was reported that the operations were “tightly controlled” by Henry Kissinger, who was serving as Secretary of State at the time. Operation Popeye is the first modern example (that we know of) where attempts were made to use weather as a weapon of war.


In April 1976, the New York Times wrote about the situation and the challenges weather modification created:


“Can a nation that tampers with natural balances deny responsibility for what follows? This question, together with recognition that United States policy condemns warfare aimed at civilians, prompted Senator Claiborne Pell in 1973 to introduce a resolution calling for an international treaty to prohibit environmental warfare ‘or the carrying out of any research or experimentation directed thereto.’ The Senate voted 82 to 10 to approve the resolution, which lacks force of law.”


The international treaty referred to is the Environmental Modification Treaty implemented and signed by the United States and other nations to halt global weather modification in the wake of the bad publicity. The Times noted:


Unfortunately it is far weaker than the Senate resolution. For example, it fails to prohibit military research or development of environmental‐modification techniques, and allows all ‘peaceful’ work on such things.”


So as long as a nation claims they are conducting peaceful weather modification, they are not violating the treaty. Further, there is no international body to enforce and punish violations of the treaty.


The Times also mentions the Department of Defense’s “Climate Dynamics” program, formerly known as Project Nile Blue. A 1976 report from Milton Leitenberg for the Federation of Scientists elaborates on the origins of Nile Blue. “Beginning in 1969, ARPA, the Advanced Research Projects Agency in the U.S. Department of Defense, began funding a project called “Nile Blue (Climate Modification Research),” Leitenberg wrote.


The Advanced Research Projects Agency (ARPA) was the predecessor to the Defense Advanced Research Projects Agency (DARPA), a secretive agency within the  Department of Defense. DARPA is known for developing exotic and emerging technologies for the military. These reports listed above indicated that Project STORMFURY and Project Nile Blue were some of the earliest known military operations conducted in the name of manipulating the weather, including hurricanes.


Leitenberg also noted two examples of times the U.S. has been accused of using weather modification on other nations. The was first related to alleged cloud seeding over Cuba in 1969 and 1970 in an alleged effort to destroy the sugar crops. In the second case, the director of the geographical research center of the University of Mexico implied that the United States was to blame for the effects of Hurricane Fifi over Honduras in 1974. A story from The Naples Daily News on July 15, 1975, expanded upon this claim:


Dr. Jorge Vivo, director of the Geographic Research Center of the University of Mexico, said Monday the United States ‘artificially detoured’ the hurricane to Honduras to save Florida’s tourist industry. But Neil Frank, director of the National Hurricane Center in Miami, said Monday night U.S. officials did nothing to alter the hurricane’s path. Vivo told the newspaper El Sol de Mexico he held the United States responsible for 10,000 deaths and millions of dollars in damage caused by Fifi in the Central American nation. He said he believed U.S. weather authorities used silver iodide against Fifi as part of what he called ‘a systematic action’ to change its course.


More recently, we have seen accusations that the CIA is manipulating the weather.  In February 2015, while speaking at the annual meeting of the American Association for the Advancement of Science in San Jose, California, Professor Alan Robock discussed the possibility that the CIA is using the weather as a weapon of war. Robock has conducted research for the intergovernmental panel on climate change (IPCC) in the past. Robock said he was phoned by two men claiming to be from the CIA and asking whether or not it was possible for hostile governments to use geoengineering against the United States. Geoengineering is another form of weather modification that involves a range of different proposals for combatting climate change.


Despite a lack of concrete evidence to back these claims, we know the military has a history of testing weather modification and has specifically mentioned using the weather as a weapon. For example, In a 1996 document entitled “Weather as a Force Multiplier: Owning the Weather by 2025”  the U.S. Air Force discussed a number of proposals for using the weather as a weapon.


Whatever view you take of these projects, the fact remains that they helped spur the movement towards using computer models to attempt to predict the weather. Quite simply, the history of computer model weather prediction is intertwined with the military’s attempts to modify the weather. Weather historian James Fleming writes that the two men largely responsible for computer modeling are Vladimir Zworykin, an RCA engineer noted for his early work in television technology, and John von Neumann, a mathematician with the Institute for Advanced Study in Princeton, New Jersey. In 1945, Zworykin was promoting the idea that electronic computers could process and analyze mass amounts of meteorological data and issue accurate forecasts.


The eventual goal to be attained is the international organization of means to study weather phenomena as global phenomena and to channel the world’s weather, as far as possible, in such a way as to minimize the damage from catastrophic disturbances, and otherwise to benefit the world to the greatest extent by improved climatic conditions where ­possible,” Zworykin wrote. According to Fleming, Neumann agreed with this outlook, stating, “I agree with you completely. This would provide a basis for scientific approach[es] to influencing the weather.


Modern Hurricane Modification

In 2005, following the destruction left by Hurricane Katrina, USA Today wrote:


In fact, military officials and weather modification experts could be on the verge of joining forces to better gauge, react to, and possibly nullify future hostile forces churned out by Mother Nature.”


On November 10, 2005, Dr. Joseph Golden, former manager of the National Oceanic and Atmospheric Administration and veteran of Project STORMFURY, testified before the Senate Subcommittee on Disaster Prediction & Prevention, warning about the need for hurricane modification.


After the horrendous devastation and loss of life from Hurricanes Katrina and Rita, I have been asked several times about the possibility of hurricane modification,” Golden stated. “I firmly believe that we are in a much better position, both with the science and the undergirding technology, than we were when Project STORMFURY was terminated. The need for a renewed national commitment and funding for weather modification research has become more urgent.”


Golden is also involved the Hurricane Aerosol and Microphysics Program (HAMP). In 2010, he gave a presentation discussing how the Department of Homeland Security asked the NOAA to organize a workshop on possible new scientific theory and approaches to hurricane modification in February 2008.


It seems likely that various agencies of the U.S. government began heavily investing in studying weather modification following the destructive hurricane seasons of 2005 and 2008. The idea that the U.S. government could be experimenting with controlling or steering hurricanes may sound like fantasy, but the fact of the matter is the government continues to invest in hurricane modification research. Is it possible that the U.S. government, under the direction of the CIA or the DOD, is working with private industries like General Electric to continue experimenting with weather modification technology? Should the public trust that government officials would fess up to secret experiments?

FEMA Director Urges Americans to Develop “a true culture of preparedness” But No One Is Listening

It looks like preppers aren’t that crazy after all. FEMA’s new director, Brock Long, has repeatedly said that Americans do not have a “culture of preparedness,” something that is much-needed with the startling uptick in natural disasters. Long has only been the director of FEMA since June 20 of this year and already has had to deal with a historic number of disasters in this short period of time.


It appears that Mr. Long has a mindset of self-reliance based on a couple of recent statements he has made to the media, but the MSM doesn’t seem too interested in his ideas about fostering a culture of preparedness, despite the practicality and essential nature of his suggestions.


First, in an interview from Sept. 11 that I personally only heard about yesterday, Long spoke with journalists to discuss the response to Hurricane Irma. In the interview, he said some things that vindicate all of us who have spent time and money working toward being prepared.



“I really think that we have a long way to go to create a true culture of preparedness within our citizenry in America. No American, no citizen, no visitor to this country is immune to disaster. And we have a long way to go to get people to understand the hazards based on where they dwell, where they work, and how to be prepared financially, how to be prepared through insurance, how to have continuity of operations plans for their businesses, so that we can avoid the suffering, the strife, and the loss of life. It’s truly disappointing that people won’t heed the warnings.

Of course, the reporter quickly shifted from the actual useful information to start asking about climate change, because for some reason she felt that was far more essential than the practical advice Mr. Long was offering. You can watch the interview below.



Some of those numbers were shocking – FEMA is spending 200 million dollars a day in relief efforts and desperately-needed help has hardly even begun for Puerto Rico and the US Virgin Islands.


In a more recent statement, Mr. Long re-emphasized the need to be prepared, and to start kids off young with this mindset.



I think that the last 35 days or so have been a gut check for Americans that we do not have a true culture of preparedness in this country. And we’ve got a lot of work to do.


Whether it’s in education and being ready, it’s not just saying, hey, have three days worth of supplies ready to go. It’s greater than that. It’s also people having the finances and the savings to be able to overcome simple emergencies.


We have to hit the reset button and create a true culture of preparedness starting at a very young age and filtering all the way up.




We in the preparedness community have been saying this for ages, Mr. Long, but thank you for attempting to put this front and center.


One thing that is different about Long’s approach is the practicality. Many government officials seem to forget about the financial end of emergencies. They can’t seem to wrap their brains around the fact that while they have 200 million dollars a day, most folks do not. This is why financial preparedness is of such massive importance. If you had to live away from home without access to a kitchen, the expenses would rack up pretty quickly. As well, think about how thinly those millions are spread.


FEMA is eventually going to run out of money.


As well, think about how thinly those millions are spread. One person I know who lost her rental home will receive $4000. That has to replace everything she owns: furniture, clothing, personal items, food, cleaning products…you get the idea…plus pay first and last month’s rent for a new apartment. People without flood insurance who lost their homes will be eligible for a maximum of only $21,000. But if their property wasn’t paid for, they’ll still owe the mortgage payments on a place that is uninhabitable.


Don’t forget that FEMA is also providing aid for those displaced by more than 2 million acres of wildfires throughout the Western US. (Although initially, they turned down requests for assistance, they reconsidered.)


When you look at the true cost of disasters on this scale, it’s hard to imagine that FEMA will have enough money should these emergencies continue, or even enough to cover our current tab.


There were reports that FEMA had run out of money shortly after Hurricane Harvey, but more appeared for Hurricane Irma.


One article blithely suggested that FEMA can never run out of money because Congress will just vote to give them more when addressing concerns that FEMA was down to its last billion dollars.



 But the U.S. Congress quickly put such worries to rest on Sept. 8, 2017, by hastily passing legislation that gave the DRF an infusion of cash.


“The emergency supplemental appropriation of $7.4 billion allows FEMA to continue to fully focus on the ongoing preparation, response, and recovery needs,” said an agency spokesperson via email.


While legislators may have cut it a bit close, there was little chance that FEMA actually would run out of cash. According to a Congressional Research Service analysis, Congress made 14 supplemental appropriations to the fund between 2004 and 2013, for a total of $89.6 billion. In one year alone — 2005, the year that Hurricane Katrina devastated New Orleans and other areas in the Gulf Coast — legislators bolstered the fund with three extra appropriations amounting to $43 billion. This, of course, naively assumes that there will always be more money to give to FEMA. Eventually, we’re going to run out.


Is this the reason for the slow response to Puerto Rico?


Personally, I keep wondering if a lack of money is the reason for our slow response to the desperate situation in Puerto Rico. Add to this the logistical problems, and you have a recipe for chaos.


Another thing to keep in mind about Puerto Rico is that this is one of the rare situations in which stockpile preparedness may not have done any good. While some folks like to say that Puerto Ricans shouldn’t be out of food within 6 days after the disaster, what they aren’t considering is the totality of the destruction.

What food people may have had stored was destroyed when homes were turned into piles of rubble. Other food spoiled soon after the power for the entire island was taken out. If you look at these photos, you will understand why few people have food.


I imagine in such a situation, my own carefully preserved jars of food would have been smashed to bits and my freeze-dried food would have been soaked in flood waters. In most situations, your stockpile will see you through, but in a disaster of this magnitude, even the most well-prepared person could be left with nothing.


Maybe money is why the director is urging a culture of preparedness.


Perhaps this reality is why Mr. Long is so adamant that Americans need to get prepared to take care of themselves and that we need to raise our children to understand this too. That’s not the warm fuzzy thing that people who refuse to prepare want to hear, so the mainstream media gives his advice little attention.


A culture of preparedness is indeed the answer, and preppers have known this for a very long time.

Over just the past few months, we’ve seen unprecedented disasters, not just in the United States, but all over the world.


Wildfires.


Floods.


Hurricanes.


Drought.


Earthquakes.


Volcanoes.


Everyone is quick to theorize about the cause of such a season of catastrophe. Some blame manmade climate change. There are groups who suspect a rogue planet is wreaking havoc. Others point the finger at geoengineering and weather manipulation. Still others believe we are watching the fulfillment of biblical prophecy.


Personally, I have no pet theory except one.


These events are growing more and more frequent. Your life can change and you can lose everything in the blink of an eye. There has never been more evidence that we need to prepare than what we’re seeing happening right now. And preparing isn’t just stocking up, although that is extremely important. It’s learning the skills you need to survive when the material things have been washed away, burned up, or otherwise destroyed.


The video below blames manmade climate change for our catastrophic circumstances, and I am skeptical of that, so for the love of all things cute and fluffy, please don’t email me and tell me I’ve gone to the dark side of climate change activists. But… I believe in the value of watching the things that have happened on our planet over the past few months all in one video. I believe in the importance of paying attention to current events.


If this does not convince you that you need to be prepared and that you need to have a survival mindset, nothing will.

The Apocalypse Has Been Rescheduled According To Numerologist

The world didn’t end on September 23, as previously prophecized, but that doesn’t mean we are in the clear yet. David Meade, the original numerologist who claimed Nibiru smashing into the earth would end humanity on Saturday has recalculated the world’s end date.


Christian numerologist David Meade predicted September 23 as the date a mysterious Planet X, also known as Nibiru, would collide with Earth.  Meade based his prediction largely on verses and numerical codes in the Bible and the numerical symbology in the pyramids in Egypt. However, as the day approached, Meade backed off on the prediction and said he was misunderstood and Nibiru wasn’t supposed to destroy the earth in September.


NASA declared on its website last week that the Planet X theory was a hoax and astronomers still deny the existence of a rogue planet that could interact with or crash into the earth. “Various people are ‘predicting’ that (the) world will end September 23 when another planet collides with Earth,” NASA said. “The planet in question, Niburu, doesn’t exist, so there will be no collision.”

Fox 13 Salt Lake City reported that Meade was actually expecting “nothing to happen in September.” According to The Washington Post, Meade says September 23 was foretold in the Bible’s Book of Revelation as the day a series of catastrophic events will begin. Meade went on to clarify that October will be the month of “action” and “seven years” of war and disaster will begin October 21.


“It is possible at the end of October we may be about to enter into the seven-year Tribulation period, to be followed by a Millennium of peace,” Meade was quoted as saying by the Sunday Express. The tribulation refers to a seven-year period of pain and anguish for humanity. A series of major earthquakes around the globe as well as catastrophic storms such as hurricanes Harvey and Irma which have impacted the United States has led some Christians to say that these are the “signs” pointed out in the Bible.


Meade adds that while the planet will not be destroyed, “the world as you know it will end.” According to The Sunday Express, Meade said “When Nibiru is on close approach to Earth sometime during the Tribulation, you’ll have solar flares and a possible loss of the electrical grid for weeks, maybe longer. However, that’s the main risk I see right now because, as I’ve stated in my book, right after the initial solar flare risk I see the Rapture of the true Church.”


But not all Christians agree with Meade’s interpretation of the Biblical events. In Mark 13:32, it says: “But about that day or hour no one knows, not even the angels in heaven, nor the Son, but only the Father.”

Be Ready And Prepped Before the Next Crisis “Or Wind Up Begging The Government”

Those who aren’t ready will be left fending for remaining supplies from empty shelves, and ultimately have no other alternative but to submit, and ride out the crisis begging from the government. Only those with a clear headed approach and a prepared mindset can avoid such degradation… will you be among the ready few?


Master these 7 basic skills before SHTF… or you’ll wind up begging the government for basic supplies

No one can predict the future and it’s not likely most of us will know when the next ‘stuff hit the fan’ scenario will occur, but we can make some educated guesses based upon experience and common sense.


For example, for much of the country – especially the Midwest – we are approaching tornado season, when spring and early summer weather can often turn violent. The same is true for the Atlantic coast and the Gulf of Mexico, which could see hurricanes in a few months.


Out West, especially in California, there is always the threat of a major earthquake, though the New Madrid fault, the epicenter of which is located in southeastern Missouri/northwestern Kentucky, is also a threat.


Then there are world events which could erupt at any moment, such as a nuclear attack, or a cyber attack on our financial infrastructure. Or maybe political violence stemming from the insanity the political Left still harbors over the election of Donald J. Trump to the White House. (RELATED: How To Construct A “Bugout” Home For $250)


There are any number of things that could disrupt our world. We simply don’t know when something will happen. But before SHTF, there are some basic skills you should learn no matter what the triggering event happens to be, because they will come in handy regardless of the situation.

Some sites are trying to teach you how to start a fire with a block of ice, while celebrities on television are telling you to drink your own urine. What? Thankfully there are a few simple skills that you can learn to make a huge impact on a survival situation,” writes “Ryan” from Modern Survival Online.


Making a fire


This will be one of the most important survival skills you need to learn because fire can accomplish a number of important things – cooking, sanitizing water, and heat are just a few of those things.


Any preparedness bugout bag you put together should have at least two and maybe even three methods for starting a fire. This can be a disposable lighter, flint and steel, 9V battery and steel, etc. You can build a fire in any number of ways – gathering paper, small pieces of wood, sticks – but the ability to actually light the fire is the most important part of the skill.


Sanitizing water


In an SHTF scenario, potable (clean, drinkable) water is going to become pretty scarce pretty quickly. You should make sure you have an emergency supply of it on hand, but eventually you’re going to need to find some ‘in the wild,’ and it’ll have to be sanitized or you’ll get sick, then dehydrated, then you’ll die. Boiling water for just a few minutes works best, but you can also buy emergency water filters and filter straws.


Food on the fly


Food will also become a scarce commodity, so it would behoove you to learn about what kinds of plants grow in the wild where you live that are edible. You may not think much about that now, but when you’re getting hungry, living off the land will become necessary. Check with your local conservation department for starters; their experts can tell you what grows wild that you can eat in a pinch.


Communications


You’re going to want to pick up any information you can about the situation, so having some kind of radio that doesn’t require batteries (solar, wind-up) will work best. AM-FM and CB combination if you can find it. (RELATED: Best Ways To Escape Disaster When A Crisis Strikes)


Self-defense


How you personally want to handle this is, of course, something you have to decide. Most people think of a firearm as being best for self-defense, but others choose bows/crossbows, knives, a baseball bat, etc. Whatever you decide, take time – a lot of time – now to learn how to use your self-defense weapon of choice. This is particularly true if you choose a gun.


First aid


You don’t need to become a certified emergency medical technician or go to nursing school, but learning basic first aid is vital. You’ll want to know how to clean and dress wounds, treat burns, flush chemicals from your eyes, and basic splinting for fractures or sprains, at a minimum. Learn about nutrition and hydration, too, and what to do if you get diarrhea, which can kill.


Know your area


If you have to leave your home and “bug out” to a safer environment, it will help if you have paper topographical and road maps of your area. Even if you’ve lived there for a long time, you likely don’t know every bend, dirt road, creek and hill. Having paper maps at the ready will help you navigate your way to safety.
