China Is Weaponizing Water

Hidden in plain sight is an intimidating Chinese weapon that allows it to hold a quarter of the world’s population hostage without firing a single shot. While much attention has been given to the nation’s fearsome new military hardware, a formidable component in its arsenal has largely escaped notice: dams.


With more than 87,000 dams and control of the Tibetan plateau, the source of ten major rivers which 2 billion people depend on, China possesses a weapon of mass destruction. With the flip of a switch, the Middle Kingdom can release hundreds of millions of gallons of water from its mega dams, causing catastrophic floods that would reshape entire ecosystems in countries downstream.


China knows first-hand the destructive power of water. In an attempt to halt advancing Japanese troops during World War II, Chang Kai-Shek, commander of the Chinese Nationalist Army, destroyed a dike along the Yellow River flooding thousands of miles of farmland, killing an estimated 800,000 Chinese, and displacing nearly 4 million.


It is highly unlikely that China would ever deliberately unleash such a destructive act upon its neighbors, but the fact remains that it wields enormous leverage as an upstream nation by its ability to control life’s most essential resource.



High in the Himalayan Mountains are what has been dubbed the “Water Towers of Asia.” Seven of the continent’s greatest rivers start life here including the Mekong, Ganges, Yangtze, Indus and Irrawaddy. What begins as dribble from snow melt in the Tibetan plateau builds into mighty rivers that flow across China’s borders before eventually reaching South Asia.


To satisfy its insatiable demand for electricity and as part of its shift away from coal, China has gone on a dam building spree. In 1949, China had less than forty small hydroelectric dams, but now it has more dams than the United States, Brazil and Canada combined.


On the upper Mekong alone, China has erected seven mega dams with plans to build an additional twenty-one. Just one of its latest dams is capable of producing more hydropower than all of Vietnam and Thailand’s dams on the Mekong.


This dramatic increase in dam building activity has had an outsized environmental impact and stoked fears in downstream nations.


“Beside having environmental issues those dams in Tibet can be disastrous for [India]. They can unleash their fury during earthquake, accidents or by intentional destruction can easily be used against India during war,” said Milap Chandra Sharma, a glaciologist at Jawaharlal Nehru University in New Delhi.


China’s southern neighbors are not worried without reason. In the past, India has blamed sudden discharges from Chinese dams for several flash floods including one that caused an estimated $30 million in damage and left 50,000 homeless in northeast India.


Each year, during China’s rainy season, downstream nations are on high alert as Chinese dams release water to ease pressure with little warning.


“A discharge by a dam will have a domino effect on the whole system, which can cause huge damages,” explained Le Anh Tuan, deputy director of the Research Institute for Climate Change in Vietnam.


In addition to floods, Chinese dams are also believed to be responsible for worsening droughts. Last year, Vietnam pleaded with China to release water from the Yunnan dam on the Mekong River to ease severe water shortages downstream. China agreed and waters flowed into Cambodia, Laos, Myanmar, Thailand and Vietnam.


These two extremes not only highlight the environmental impact of Chinese dams, but also serve as a stark reminder of China’s influence over its southern neighbors. These rivers are foundational to life in South Asia, providing drinking water, irrigation for farming, habitats for fisheries and transportation for commerce.


By controlling the flow of the lifeblood of the region, China has gained enormous power, which has led to accusations of abuse.


“When it comes to diplomacy, China uses rivers as a bargain chip,” said Tanasak Phosrikun, a Mekong river activist from Thailand.


China has denied these charges. Last year, in response to rising anger in India over Chinese dams, the state-run Global Times published an op-ed stating, “China-India relations should not be affected by an imaginary ‘water war.’”


“Frankly, there is no need for India to overact to such [dam building] projects, which aim to help with reasonable development and utilization of water resources,” the piece continued.


While China denies that a “water war” exists, the nation has refused to share hydrological data with India this year, despite signing an agreement. The data is critical during monsoon season as it helps India more accurately forecast floods and warn its residents, ultimately saving lives and minimizing damage.


Whether intentional or not, water has become a de facto weapon providing China with significant political leverage over its southern neighbors. As water scarcity worsens with climate change and population increases, the need for this precious resource will grow, amplifying China’s power and intensifying conflict.


Despite the best efforts of regional partnerships South Asian nations have had little success in encouraging sustainable and responsible development of rivers. With control of the Tibetan plateau by dint of its geography, China is king of the hill when it comes to water in Asia and there is little downstream nations can do to change the whims of this monarch.

(The Real Agenda News) Along the Amazon there are 140 hydraulic dams that are under construction or already operating. There are plans for the construction of another 428.



AMAZÔNIA — Although only a portion of them will eventually be constructed, scientists believe that their impact on the Amazonian rivers will be “disastrous.”


A global study on the consequences of water dams indicates that they will alter the flow of the river, retaining most of the sediments and river nutrients that will not vivify the Amazonian plain, drowning the life that depends on the river and the ocean where it ultimately ends.


In the Amazon, everything is large. Its main section is about 2,000 kilometers to the mouth of the Atlantic, in an estuary more than 300 kilometers wide.


But there are still another 5,000 kilometers until reaching the opposite end, at its head in the Peruvian Andes.


Some of Amazon’s most important water sources, such as Madeira, Negro or Japura, are among the 10 largest rivers on the planet.


The Amazon basin occupies an area of ​​6.1 million km2 and the water that flows through the Amazon rivers is equivalent to 20% of the fresh water of Earth’s supply.


Despite such enormity, there is no river that survives 568 dams. That is the main conclusion of a large study involving ecologists and engineers, economists and geologists from a dozen American, German, British and Brazilian universities.


Although each dam is accompanied by its environmental impact study, the regional impact of all existing dams in the Amazon basin had never been studied.


The research, published in Nature, analyzes the cost they will have on the life of the river, from the seasonal floods that give life to the Amazon, to the sediments that will stop dragging nutrients all along the region.


Rivers are not just water. They also carry large amounts of sediment that starts from one side and deposits in the other.


These sediments are the mineral substratum of life in a vast region of more than one million km2, between wetlands and alluvial plains.



In its last stretch, the Amazon transports between 800 and 1.2 million tons of silt, sand and clay and at least half end up in the ocean every year.


With each dam that stands between the river and the sea, a percentage of these sediments will be trapped in the concrete.


“Remember ancient Egypt, which depended on the silt of the river that fertilized the lands of the floodplain,” says University of Texas researcher in Austin (USA) and lead author of the study, Edgardo Latrubesse.


“The Nile is today a river artificially regulated by mega dams. It is a typical case that exemplifies the tremendous impacts produced by infrastructures constructed several decades ago, which produced great social, environmental and economic impacts”, adds this expert in geomorphology of the rivers.


It is not the first time that the situation of modern Egypt is related to the alteration of the course of its great river.


In the case that Latrubesse cites, the Amazonian, the combined impact of the dams could cause more than 60% of the sediments that the river drags to get now stuck along the way.


“In the Yangtze, where the Three Gorges dam was built, the retention now stands at more than 75% and in other rivers like the upper Paraná River in Brazil, the retention is more than 100%.


Values ​​of more than 70-90% are typical in the world. We expect something similar in the Amazon if everything that is supposed to be built is actually built,” he says.


Such interference in the dynamics of the river will have “disastrous consequences,” in the words of Latrubesse.


The sediments not only transport nutrients to the alluvial plain, they are an integral part of the river: “islands and pieces of the alluvial plains are eroded while new areas are generated by sedimentation,” recalls this researcher.


This dynamic helps to maintain a great diversity of environments in the tropics and, for biologists, “this regeneration process is a very important mechanism that contributes to the creation of biodiversity,” he concludes.


The problem will not be less at the mouth. The column of water and sediment that ends in the Atlantic extends for more than 1.3 million km2 of the ocean, half of what occupies the Mediterranean.


In addition to being the base of an extensive coral line on the American coast and the mangroves of the Guayanas and northern Brazil, this enormous Amazon contribution is involved in the regional climate, conditioning the generation and movement of tropical storms in the Caribbean.


The lack of sediments in the coastal zone will also favor marine erosion and salt-water intrusion in aquifers.


The authors of the study have created an index of vulnerability of rivers to the impact of dams. About a maximum of 100, some rivers of the Andean strip, like the Marañón, could reach an index 72.


At its head, 104 dams with more than 1 megawatt (MW) of generating capacity have been built or planned.


Further down, the most vulnerable river is Madeira, one of the 10 largest rivers in the world that alone provides half of the sediments that the Amazon takes to the sea.


With an index of vulnerability higher than 80, the Madeira river hosts about 1,000 species of fish, triple the amount of all the rivers of Europe.


But perhaps the most striking case is that of the Tapajós, the main contributor of the right bank of the Amazon.


Although there are no dams in its main section, it is and will be one of the most affected by the construction of dozens of dams in its affluents, which will create an interconnected system of dams and artificial marshes along 1,000 km.


For Latrubesse, “it would be impossible to construct such dams in developed countries” because of the gigantic environmental impact they have.


The justification for all this was the need to generate energy on which Brazil, Ecuador, Peru or Bolivia could base their development. However, hydroelectric dams do not seem to be the solution.


Oxford University researcher and co-author of the study, Atif Ansar, recalls: “Our previous research has shown that, because of the systematic problem of extra costs and the lengthening of deadlines, the real cost of large dams is too high to recover it”.


Previous studies only included economic impact but did not include environmental impact. Now, he says, “large dams are not only economically unviable but also environmentally damaging.”

Dramatic Aerial Footage Shows What The Oroville Dam Looks Like Now

Earlier this month, we all heard the news that the Oroville Dam was damaged, and that thousands of residents living in its shadow would have to be evacuated. Fortunately the dam held, and the residents of Oroville were able to return to their homes. For the most part the story has since faded from the news. However, the damage remains.



When the crisis was at its peak, you may have heard about what specifically went wrong with the dam. The main spillway was damaged when the dam operators attempted to release some water to control the depth of Lake Oroville. Essentially, a crater unexpectedly emerged in the middle of the spillway, and when the water flowed through that hole, it eroded the soil beneath. So the dam operators decided to let the water flow over an emergency spillway instead. But as the emergency spillway began to erode as well, an evacuation order was issued.


But hearing that doesn’t really do it any justice. To really appreciate the magnitude of what occurred that day, you have to see it with your own eyes. And now you can.


On Monday the California Department of Water Resources stopped the flow of water down the spillway so that they could assess the damage. Here’s what they found:



I have a feeling that this isn’t going to be fixed for a long time.

America Too Broke to Fix Crumbling Infrastructure? “Bridges, Roads, Airports In Long Term Collapse”

Editor’s Comment: It is certainly solid to suggest that the entire national infrastructure is in bad need of an overhaul. Bridges, roads, tunnels, sewage, water pipes, the electric grid and more are corroded, toxic, faulty and blemishes. They reflect the vibrance and prosperity of the country, and it is no surprise to find the worst cases of these failing public works in some of the most economically depressed areas of the country, with high unemployment, and in the big cities where too many people are crammed together and overflowing the various utilities and roadways.


The problem adds to the deep structural problems, with economic growth and a return of good jobs necessary to balance the investment, but also needed to stimulate boosted productivity, spending and commerce. The federal debt is bloated and prone to complete disaster. Personal households, cities and states, and many businesses are all prone to bankruptcy, debt implosion and foreclosures and closed doors. The big question is how to get out of the financial hole that has everyone so captive… it’s a big question, but the answers somehow never seem to surface – and it is my suspicion that the powers that be want it that way, with most everyone too desperate to challenge their power.


Can the quagmire be overcome? Will a make over fix the bigger problems Americans are facing?


11 Deeply Alarming Facts About America’s Crumbling Infrastructure

No matter what your particular political perspective is, if there is one thing that virtually everyone in the United States can agree upon it is the fact that America’s infrastructure is crumbling.  Previous generations of Americans conquered an entire continent and erected the greatest system of infrastructure that the world had ever seen, but now thousands upon thousands of those extremely impressive infrastructure projects are decades old and in desperate need of repair or upgrading.  The near catastrophic failure of the Oroville Dam is a perfect example of what I am talking about.


We should be constructing the next generation of infrastructure projects for our children and our grandchildren, but instead we are in such sorry shape that we can’t even keep up with the maintenance and upkeep on the great infrastructure projects that have been handed down to us.


Once upon a time nobody on the entire planet could even come close to matching our infrastructure, but now our crumbling infrastructure has become a joke to much of the rest of the industrialized world.  Sadly, this is just another symptom of our long-term economic collapse.  We simply are not able to put as much of our money toward infrastructure as previous generations of Americans did, and as a result we have a giant mess on our hands.


The following are 11 deeply alarming facts about America’s crumbling infrastructure…


#1 According to the American Road and Transportation Builders Association, nearly 56,000 bridges in the United States are currently “structurally deficient”.  What makes that number even more chilling is the fact that vehicles cross those bridges a total of 185 million times a day.


#2 More than one out of every four bridges in the United States is more than 50 years old and “have never had major reconstruction work”.


#3 America does not have a single airport that is considered to be in the top 25 in the world.


#4 The average age of America’s dams is now 52 years.


#5 Not too long ago, the American Society of Civil Engineers gave the condition of America’s dams a “D” grade.


#6 Overall, the American Society of Civil Engineers said that the condition of America’s infrastructure as a whole only gets a “D+” grade.


#7 Congestion on our highways costs Americans approximately 101 billion dollars a year in wasted fuel and time.


#8 According to the U.S. Department of Transportation, over two-thirds of our roads are “in dire need of repair or upgrades”.


#9 In order to completely fix all of our roads and bridges, it would take approximately 808 billion dollars.


#10 Federal spending on infrastructure has decreased by 9 percent over the past decade.


#11 According to Bloomberg, it is being projected “that by 2025, shortfalls in infrastructure investment will subtract as much as $3.9 trillion from U.S. gross domestic product.”


The quality of our infrastructure affects all of our lives every single day.  For instance, we all simply take it for granted that safe, clean drinking water is going to come out of our taps, but recent events have shown that is not necessarily always going to be the case.


Just ask the residents of Flint, Michigan.


Water pipes, sewer systems and water treatment facilities all over the nation are aging and are in desperate need of repair.  Of course the exact same thing could be said about our power grid.  It was never intended to handle so many people, and on the hottest days of the summer the strain on the grid is very evident.


And of course the power grid is exceedingly vulnerable to an electromagnetic pulse event, and this is something that I covered in my book on getting prepared.  It has been projected that it would only cost a couple billion dollars to harden the grid against an EMP event, but our politicians refuse to spend the money.


Meanwhile, President Trump is completely correct when he says that our airports look like something that you would see in a third world country.  Most of our airports are at least several decades old, and they are definitely showing their age.


But things are even worse when you look at other systems of mass transit around the country.  While other nations such as Japan and China are investing huge amounts of money into high speed rail, we are doing next to nothing even though what we currently have is absolutely pathetic.


I could go on and talk about our ports, schools, waterways, parks, etc. but I think that you get the point.


President Trump’s instincts are right on the money when he says that he wants to spend a trillion dollars on infrastructure.  Without a doubt, we desperately need it.


The problem is that we are flat broke.


We are 20 trillion dollars in debt, and we are adding more than a trillion dollars to that total every year.


So where are we going to get the money?


It is easy for liberals to say that we should raise taxes, but how much more are you going to squeeze out of U.S. consumers?  Two-thirds of the country is living paycheck to paycheck, and we just learned that U.S. household debt has risen to a grand total of 12.58 trillion dollars.


Once upon a time, America was the wealthiest nation on the entire planet and we could afford to construct bold, new infrastructure projects from sea to shining sea.


But today we have the biggest mountain of debt in the history of the world and we can’t even afford to repair what we already have.


When I speak of our long-term economic collapse, this is precisely the sort of thing that I am talking about.  We have clearly been in decline for a very long time, and anyone that would suggest otherwise is simply not being honest with you.

North Dakota Governor Signs Executive Order Evicting Dakota Access Pipeline Protesters

After nearly a year since the first protest camp sprung up in opposition to the Dakota Access Pipeline, it looks as if the Governor of North Dakota, Doug Burgum, has finally had enough and has signed an executive order demanding that protesters evacuate by February 22nd.




Ironically, environmental damage caused by the protesters, including "months of accumulated debris, and human waste generated by the populations that have occupied the aforementioned areas," and the resulting risk posed to the waters of the Missouri River was cited by the Governor as the primary reason for the eviction notice.  Per the Executive Order:





WHEREAS, large populations have ignored the November 28, 2016 evacuation order detailed in Governor"s Executive Order 2016-08 and the separate eviction order issued by the United States Army Corps of Engineers on November 25, 2016.  These populations continue to unlawfully occupy and reside in flood-prone areas...



WHEREAS, months of accumulated debris, including human waste generated by the populations that have occupied the aforementioned areas of Morton and Sioux Counties pose a significant and increasing environment threat to the waters of the Missouri River if cleanup and removal efforts are not quickly accelerated and completed before flooding begins...



WHEREAS, the presence of accumulated waste, abandoned vehicles and unlawful temporary and permanent dwelling structures in this flood-prone area has created significant health and public safety risks as well as environment hazards, even absent imminent flooding...



All persons occupying or residing in the evacuation area are ordered to leave the area no later than 2 p.m. on Wednesday, February 22,2017.

Of course, this executive order comes after the US Army Corps said in a court filing earlier this month that it had granted the final easement needed to finish the controversial pipeline. The easement was needed for Energy Transfer Partners to complete work on the last pipeline portion located under Lake Oahe.



And for those of you not familiar with this ongoing saga, the 1,172-mile Dakota Access Pipeline will bring crude oil from North Dakota"s Bakken shale region to Patoka, Illinois, and from there connect to the Gulf of Mexico, where many U.S. refineries are located.




Finally, here is a compilation video of protesters efforts to disrupt the pipeline over the past several months...it was a valiant effort.

Activists Warned Officials About Oroville Dam 12 Years Ago (But Nobody Listened)

Officials were warned twelve years in advance about potential safety hazards at the Oroville Dam in Butte County, California, which now faces the risk of flooding nearby residential areas as a result of a broken spillway and increased rainfall.


Local outlet Mercury News reports:





Three environmental groups — the Friends of the River, the Sierra Club and the South Yuba Citizens League — filed a motion with the federal government on Oct. 17, 2005, as part of Oroville Dam’s relicensing process, urging federal officials to require that the dam’s emergency spillway be armored with concrete, rather than remain as an earthen hillside.”



That never happened. The aging Oroville dam, which exceeded capacity on Sunday, began to overflow and spill over the earthen emergency spillway after the main spillway was severely damaged. These developments prompted flood warnings and a declaration of a state of emergency from Governor Jerry Brown. The spillway is on the verge of collapse, a potential disaster that prompted mass evacuations. Over 188,000 residents have been displaced.


The environmental groups’ 2005 filing with the Federal Energy Regulatory Commission expressed concern over the exact situation at risk of unfolding now. They warned that in the “event of extreme rain and flooding, fast-rising water would overwhelm the main concrete spillway, then flow down the emergency spillway, and that could cause heavy erosion that would create flooding for communities downstream, but also could cause a failure, known as ‘loss of crest control.’”


According to Ron Stark, policy director with Friends of the River, We said ‘are you really sure that running all this water over the emergency spillway won’t cause the spillway to fail?’ They tried to be as evasive as possible. It would have cost money to build a proper concrete spillway.


Indeed, FERC dismissed their filing “after the state Department of Water Resources, and the water agencies that would likely have had to pay the bill for the upgrades, said they were unnecessary.


Though by Sunday evening officials reported water was no longer spilling over the emergency spillway, they are continuing to release water through the regular, damaged spillway at a rate of 100,000 cubic feet per second, which they claim is consistent with “normal flood control releases.” Footage from local affiliate Fox40 shows the Feather River, which is receiving much of the water releases, is brimming. They report it “looks more like a lake today,” though for now, officials say Feather River remains below flood stage.



According to Fox40, officials with the Department of Water Resources saythey have not been able to access the area on the emergency spillway that has been eroded.”


Officials are scrambling to continue clearing water and repairing the damaged spillway, as more storms are expected on Wednesday and Thursday.


Butte County Sheriff Kory Honea said officials are working on a “repopulation plan” for evacuated residents, though they offered no time table, asserting instead they will allow people to return when it is safe.


Regardless of the outcome, the ongoing incident has undoubtedly demonstrated gaping flaws with the methods government agencies use to maintain aging infrastructure.

In Race Against Coming Storm, Workers Scramble To Plug Oroville Dam Hole Using Rocks, Sandbags

After discovering a hole in Oroville Dam"s emergency spillway, officials said late Sunday that they will attempt to plug it using sandbags and rocks. But, as the LA Times notes, they stressed the situation remains dangerous and urged thousands of residents downstream to evacuate to higher ground. Video from television helicopters Sunday evening showed water flowing into a parking lot next to the dam, with large flows going down both the damaged main spillway and the emergency spillway.



They also showed lines of cars getting out of downtown Oroville. An evacuation center was set up at the Silver Dollar Fairgrounds in Chico.


Almost 200,000 people were ordered on Sunday to evacuate from the area below the Lake Oroville Dam, the tallest dam in the United States, after authorities said its emergency spillway could give way.


While officials said the situation seemed less dire overnight, Sacramento television station KCRA reported that helicopters from around the state were sent to drop chest-high bags of rocks to close the hole in the spillway. The NBC affiliate showed dump trucks dropping off piles of rocks - see below -  which were then loaded into the bags with backhoes, while helicopters were deployed to the site with oversized sandbags. The operation to close the gap would begin as soon as it was feasible, the station said.



Officials feared a failure of the emergency spillway could cause huge amounts of water to flow into the Feather River, which runs through downtown Oroville, and other waterways. The result could be flooding and levee failures for miles south of the dam, depending on how much water is released.


So to limit the potential damage and flooding, the primary plan of action currently in place is to plug a hole in the emergency spillway, including using helicopters dropping bags of rock into the crevasse to prevent any further erosion. Meanwhile, as the LA Times also adds, the California National Guard is on standby and ready to assist with the Oroville Dam emergency, Adjutant General David Baldwin said during Sunday night"s press conference. The California National Guard put out an alert to all 23,000 of its soldiers and airmen telling them to be “ready to go if needed,” Baldwin said. The last time officials sent out such a broad notification was during the 1992 riots in Los Angeles, he said. The California National Guard would deploy eight helicopters to assist with spillway reconstruction; military police would also be deployed to Yuba County, Baldwin said.

Finally, the reason for the scramble to fix the dam is because a new storm system is forecast for later this week put water officials on a race against time. Bill Croyle, the acting director of the state Department of Water Resources, said they planned to continue discharging flows at a rate of 100,000 cubic feet per second, with the hope of lowering the reservoir level by 50 feet.


The biggest concern was that a hillside that keeps water in Lake Oroville — California’s second largest reservoir — would suddenly crumble Sunday afternoon, threatening the lives of thousands of people by flooding communities downstream. With Lake Oroville filled to the brim, such a collapse could have caused a “30-foot wall of water coming out of the lake,” Cal-Fire incident commander Kevin Lawson said at a Sunday night press conference. Luckily, so far this scenario has not played out.
