Pakistan Plans Replacing Dollar With Yuan In Trade With China

Pakistan is considering replacing the U.S. dollar with the Chinese yuan for bilateral trade between Pakistan and China, Pakistan"s Minister for Planning and Development Ahsan Iqbal said according to Dawn Online and The Economic Times. Interior Minister Iqbal, who has been central to the planning and implementation of China-Pakistan economic ties, was reported discussing the proposal after unveiling a long-term economic development cooperation plan for the two countries, Reuters added.



Iqbal spoke to journalists after the formal launch of Long Term Plan (LTP) for the China-Pakistan Economic Corridor (CPEC) signed by the two sides on November 21, Dawn online reported on Tuesday.  The CPEC is a flagship project of China"s Belt and Road initiative. The 3,000 km, over $50 billion corridor stretches from Kashgar in western China to Gwadar port in Pakistan on the Arabian sea. 


Asked if the Chinese currency could be allowed for use in Pakistan, the minister said the Pakistani currency would be used within the country but China desired that bilateral trade should take place in yuan instead of dollars, in yet another push to de-dollarize what China considers its sphere of influence.


"We are examining the use of yuan instead of the US dollar for trade between the two countries," Iqbal said, adding that the use of yuan was not against the interest of Pakistan. Rather, it would "benefit" Pakistan.


It would also show that world that when it comes to Asia, the "superpower" of significance is no longer the US. And so, as China"s influence grows, the long-term plan highlighted key cooperation areas between the neighboring states including road and rail connections, information network infrastructure, energy, trade and industrial parks, agriculture, poverty alleviation and tourism.


The CPEC plan marks the first time the two countries have said how long they plan to work together on the project, taking the economic partnership to at least 2030. China has already committed to investing $57 billion in Pakistan to finance CPEC as part of Beijing’s “Belt and Road” initiative to build a new Silk Road of land and maritime trade routes across more than 60 countries in Asia, Europe and Africa.


Addressing the launching ceremony Chinese Ambassdor to Pakistan Yao Jing said the long term plan would expand the scope of cooperation in various new areas, including cooperation in social sectors along with economic fields. “CPEC was a national plan approved by the both the Chinese and Pakistan government.” It will effectively match relevant national plans of China as well as Pakistan Vision 2025."


The two nations also agreed to establish and improve cross-border credit system and financial services, strengthen currency swap arrangements as well as establish a bilateral payment and settlement system.... in yuan that is, not dollars.

How Turkey, Iran, Russia, And India Are Playing The New Silk Roads

A pacified Syria is key to the economic integration of Eurasia through energy and transportation connections...



Vladimir Putin, Recep Tayyip Erdogan and Hassan Rouhani will hold a summit this Wednesday in Sochi to discuss Syria. Russia, Turkey and Iran are the three power players at the Astana negotiations – where multiple cease-fires, as hard to implement as they are, at least evolve, slowly but surely, towards the ultimate target – a political settlement.


A stable Syria is crucial to all parties involved in Eurasia integration. As Asia Times reported, China has made it clear that a pacified Syria will eventually become a hub of the New Silk Roads, known as the Belt and Road Initiative (BRI) – building on the previous business bonanza of legions of small traders commuting between Yiwu and the Levant.


Away from intractable war and peace issues, it’s even more enlightening to observe how Turkey, Iran and Russia are playing their overlapping versions of Eurasia economic integration and/or BRI-related business.


Much has to do with the energy/transportation connectivity between railway networks – and, further on the down the road, high-speed rail – and what I have described, since the early 2000s, as Pipelineistan.

The Baku-Tblisi-Ceyhan (BTC) pipeline, a deal brokered in person in Baku by the late Dr Zbigniew “Grand Chessboard” Brzezinski, was a major energy/geopolitical coup by the Clinton administration, laying out an umbilical steel cord between Azerbaijan, Georgia and Turkey.


Now comes the Baku-Tblisi-Kars (BTK) railway – inaugurated with great fanfare by Erdogan alongside Azerbaijani President Ilham Aliyev and Georgian Prime Minister Giorgi Kvirikashvili, but also crucially Kazakh Prime Minister Bakhytzhan Sagintayev and Uzbek Prime Minister Abdulla Aripov. After all, this is about the integration of the Caucasus with Central Asia.


Erdogan actually went further: BTK is “an important chain in the New Silk Road, which aims to connect Asia, Africa, and Europe.” The new transportation corridor is configured as an important Eurasian hub linking not only the Caucasus with Central Asia but also, in the Big Picture, the EU with Western China.


BTK is just the beginning, considering the long-term strategy of Chinese-built high-speed rail from Xinjiang across Central Asia all the way to Iran, Turkey, and of course, the dream destination: the EU. Erdogan can clearly see how Turkey is strategically positioned to profit from it.

Of course, BTK is not a panacea. Other connectivity points between Iran and Turkey will spring up, and other key BRI interconnectors will pick up speed in the next few years, such as the Eurasian Land Bridge across the revamped Trans-Siberian and an icy version of the Maritime Silk Road: the Northern Sea Route across the Arctic.


What’s particularly interesting in the BTK case is the Pipelineistan interconnection with the Trans-Anatolian Gas Pipeline (TANAP), bringing natural gas from the massive Azeri gas field Shah Deniz-2 to Turkey and eventually the EU.


Turkish analyst Cemil Ertem stresses, “just like TANAP, the BTK Railway not only connects three countries, but also is one of the main trade and transport routes in Asia and Europe, and particularly Kazakhstan and Turkmenistan ports. It connects Central Asia to Turkey with the Marmaray project in Istanbul and via the Caspian region. Along with the Southern Gas Corridor, which constitutes TANAP’s backbone, it will also connect ports on the South China Sea to Europe via Turkey.”


It’s no wonder BTK has been met with ecstatic reception across Turkey – or, should we say, what used to be known as Asia Minor. It does spell out, graphically, Ankara’s pivoting to the East (as in increasing trade with China) as well as a new step in the extremely complex strategic interdependence between Ankara and Moscow; the Central Asian “stans”, after all, fall into Russia’s historical sphere of influence.


Add to it the (pending) Russian sale of the S-400 missile defense system to Ankara, and the Russian and Chinese interest in having Turkey as a full member of the Shanghai Cooperation Organization (SCO).


From IPI to IP and then II


Now compare the BTK coup with one of Pipelineistan’s trademark cliff-hanging soap operas; the IPI (Iran-Pakistan-India), previously dubbed “the peace pipeline”.


IPI originally was supposed to link southeastern Iran with northern India across Balochistan, via the Pakistani port of Gwadar (now a key hub of the China-Pakistan Economic Corridor, CPEC). The Bush and Obama administrations did everything to prevent IPI from ever being built, betting instead on the rival TAPI (Turkmenistan-Afghanistan-Pakistan-India) – which would actually traverse a war zone east of Herat, Afghanistan.


TAPI might eventually be built – even with the Taliban being denied their cut (that was exactly the contention 20 years ago with the first Clinton administration: transit rights). Lately, Russia stepped up its game, with Gazprom seducing India into becoming a partner in TAPI’s construction.


But then came the recent announcement by Russian Energy Minister Aleksandr Novak: Moscow and Tehran will sign a memorandum of understanding to build a 1,200km gas pipeline from Iran to India; call it II. And Gazprom, in parallel, will invest in unexplored Iranian gas fields along the route.


Apart from the fact of a major win for Gazprom – expanding its reach towards South Asia – the clincher is the project won’t be the original IPI (actually IP), where Iran already built the stretch up to the border and offered help for Islamabad to build its own stretch; a move that would be plagued by US sanctions. The Gazprom project will be an underwater pipeline from the Persian Gulf to the Indian Ocean.


From New Delhi’s point of view, this is the ultimate win-win. TAPI remains a nightmarish proposition, and India needs all the gas it can get, fast. Assuming the new Trump administration “Indo-Pacific” rhetoric holds, New Delhi is confident it won’t be slapped with sanctions because it’s doing business with both Iran and Russia.


And then there was another key development coming out of Putin’s recent visit to Tehran: the idea – straight out of BRI – of building a rail link between St. Petersburg (on the Baltic) and Chabahar port close to the Persian Gulf. Chabahar happens to be the key hub of India’s answer to BRI: a maritime trade link to Afghanistan and Central Asia bypassing Pakistan, and connected to the North-South Transport Corridor (INSTC), of which Iran, India and Russia are key members alongside Caucasus and Central Asian nations.


You don’t need a weatherman to see which way the wind blows across Eurasia; integration, all the way.

China's Maritime Strategic Realignment

China has begun construction of the first Type 075 Class Landing Helicopter Dock (LHD).



Construction most likely started in January or February of this year, with some satellite imagery and digital photos appearing online of at least one pre-fabricated hull cell. The Type 075 will be the largest amphibious warfare vessel in the Peoples’ Liberation Army Navy (PLAN), with similar displacement and dimensions as the U.S. Navy Wasp Class LHD. The PLA has also made it known that the force plans to expand the current PLA Marine Corps from 20,000 personnel to 100,000.


As China completes preparations for its new military base in Djibouti, located in the strategic Horn of Africa, it has also continued its substantial investment in developing the port of Gwadar, Pakistan. Not only will Gwadar become a key logistics hub as part of the China-Pakistan Economic Corridor (CPEC) and the “One Belt, One Road” trade initiative, but will also be a key naval base in providing security for China’s maritime trade in the region.  When these developments are viewed in conjunction with the decision to reduce the size of the army by 300,000 personnel, it is obvious that China has reassessed the strategic focus of the nation’s armed forces.



The PLAN’s intends to expand the current force structure of the PLA Marine Corps fivefold, from two brigades to ten brigades. At the same time, the PLAN will be increased in size and capabilities, with many new, large displacement warships of varying types added to the fleet. Of particular interest, are the addition of at least two Type 055 destroyers, an indigenously designed and built aircraft carrier of a new class, two more Type 071 LPDs, and the first Type 075 LHD.


China is rapidly gaining the ability to project power and naval presence at increasing distances from its shores. Not only is the PLAN expanding in tonnage, but its new vessels are considerably more capable. The PLAN will be striving to add and train an additional 25% more personnel over the next half a decade, in an effort to add the skilled crews, pilots, and support personnel that will facilitate such an ambitious expansion.


The Chinese military leadership previously decided to double the number of AMIDs starting in 2014. A 100% increase in the PLA AMIDs and a 500% increase in the PLAMC denotes a major strategic shift in the defense strategy of the Chinese state. With the successful growth of the Silk Road Economic Belt/Maritime Silk Road Initiative, it becomes readily apparent that China must focus on securing and defending this global economic highway. China has made a massive investment, in partnership with many nations, in ensuring the success of a massive system of economic arteries that will span half of the globe. Many of these logistics arteries will transit strategic international maritime territories. In light of these developments, a military shift in focus away from fighting a ground war in China, to a greater maritime presence and power projection capability are quite logical.


China began construction of a maritime support facility in Djibouti in 2016, to protect its interests in Africa, facilitate joint anti-piracy operations in the region, and to provide a naval base to support long range and extended deployments of PLAN assets to protect the shipping lanes transiting the Strait of Aden. In addition, China invested approximately $46 billion USD in developing the China-Pakistan Economic Corridor, including major investment in the infrastructure of the port of Gwadar. The governments of both nations desire the stationing of a flotilla of PLAN warships in the port, and possibly a rapid reaction force of PLA Marines. Gwadar is well positioned to not only protect China’s economic interests in Pakistan, but also to react to any crisis threatening the free passage of maritime traffic through the Strait of Hormuz. The forward positioning of naval forces will allow the PLAN to protect the vital crude oil and natural gas imports transiting the Suez Canal, the Gulf of Aden and into the Indian Ocean from routes west of the Horn of Africa. In light of the fact that 6% of natural gas imports and 34% of crude oil imports by sea to China transit this region, the desire to secure these waterways becomes readily apparent. Not only would the presence of PLAN warships and marines help to secure China’s vital interests in Pakistan and the China-Pakistan Economic Corridor in particular, but would also afford the PLAN a base of operations close to the Strait of Hormuz. Approximately 51% of all Chinese crude oil imports by sea transit the strait, as well as 24% of seaborne natural gas imports. Any closure of the Strait of Hormuz due to a theoretical military conflict or an act of terrorism or piracy would have a huge impact on the Chinese economy.


Although the maritime trade routes transiting the Indian Ocean are of vital importance to keeping the manufacturing engine of China running uninterrupted, the South China Sea is of even greater importance. Not only does the region facilitate the passage of $5 trillion USD in global trade annually, but much of this trade is comprised of Chinese energy imports and exports of all categories. The geographic bottle neck of the Strait of Malacca, to the southwest of the South China Sea, affords the transit of 84% of all waterborne crude oil and 30% of natural gas imports to China. The closure of the strait, or a significant disruption of maritime traffic in the South China Sea, would have a devastating impact on the Chinese state. It is in the vital national interest of China to secure the region based on this fact alone. In addition, establishing a series of strategically located island outposts, covering the approaches to the South China Sea, affords China a greater ability to secure the entire region, establish Anti-Access/Area Denial (A2/AD) and defend the southern approaches to the Chinese mainland, while enforcing the nation’s claims to valuable energy and renewable resources in the region.


China continues to expand and reinforce its island holdings in both the Paracel and Spratly archipelagos. The massive construction on Mischief Reef, Fiery Cross Reef and Subi Reef will likely be completed later this year. These three islands, in conjunction with the surveillance stations, port facilities and helicopter bases located on a number of key smaller atolls, afford China the capability to project power and presence in the region at a level that no other regional or global power can match.


As China moves forward in expanding the PLAMC and the amphibious divisions of the PLA, it has maintained a swift schedule in shipbuilding which aims to provide a balanced and flexible amphibious sealift capability. China intends to tailor a modern and sizable amphibious warfare fleet that is capable of defending the growing maritime interests of the nation, and which can provide a significant power projection capability that can be employed across the full breadth of the Maritime Silk Road.


The first two classes of amphibious vessels that were seen as essential to design, construct and supply to the PLAN were the Type 072A class Landing Ship Tank (LST) and the Type 071 class Landing Platform Dock (LPD). There are a total of six Type 071 LPDs planned, with four currently in service and the fifth vessel reaching completion this year.


Plans to build a large LHD began in 2012, with a number of different designs contemplated. The class was known in intervening years as the Type 075 or Type 081. The Type 075 design was finalized and plans were made to begin construction in 2016. Although many analysts believe that the PLAN intends to build two such vessels, there will most likely be a need for one or two additional vessels of this class to meet the growing maritime security and power projection requirements of the nation. All signs point to the PLAN’s intentions of establishing two to three Amphibious Ready Groups (ARGs), as they have slowly and methodically developed a modern amphibious warfare skillset over the past two decades. They have taken a similar approach to establishing a modern carrier-based naval aviation arm.


From what is known, the Type 075 will displace 40,000 tons, have an LOA of 250 meters, and a beam of 30 meter. The Type 075 will be fitted with a large well deck, allowing for amphibious operations by LCACs, AAVs, and conventional landing craft. Each LHD could theoretically carry approximately 1,500 to 2,000 marines, a full complement of MBTs and AAVs (approximately 25-40 armored vehicles), 60 to 80 light vehicles, and ample cargo stowage space. The helicopter compliment will most likely consist of approximately 20 Z-8 transport helicopters, two Z-18F ASW helicopters, one or two Ka-31 AEW helicopters, four Z-9 utility helicopters, and possibly 6 to 8 naval versions of the Z-10 attack helicopter. With no VSTOL fixed wing attack aircraft in service, the PLAN would most likely opt for using a rotary wing attack element for the LHDs.


China has been slowly and methodically building the foundations of economic and military security and is offering those nations that cooperate as part of the New Silk Road/Maritime Silk Road a seat at the table. In order to create a mutually beneficial trade and transportation network, one that may soon supersede or compete against others, China must secure its vital interests, backed up by military force, and build a viable and sustainable naval presence in key maritime regions.


China has clearly signaled that its defense strategy is changing.



The Chinese leadership feels that the sovereignty of mainland China is secure and is shifting focus to securing the vital maritime trade lifeline that not only ensures the security of the nation, but will allow China to increase its economic prosperity and trade partnerships with a multitude of nations.


Whether the United States decides to stand in the way of China’s growth or chooses to participate more constructively in a mutually beneficial relationship is yet to be determined. Without a doubt, China has set its course and will not deviate from this course unless some overwhelming force is brought to bear.

China-India Conflict Is Far More Dangerous Than US-North Korea One

While the international media remains concerned to the point of being fixated on the US-DPRK (North Korea) stand-off, in terms of sheer firepower, the much more pressing stand-off between China and India holds the potential to be far more destructive.


Indian Nuclear Weapons


While the best intelligence about North Korea’s weapons delivery capabilities indicates that North Korea is in possession of intermediate range ballistic missile systems which are incapable of hitting the US mainland, India’s intermediate range systems are not only more advanced but due to India’s proximity with China, these missiles could easily strike targets within China.


Of course, China has a vastly more equipped army and nuclear capacity, but any war between China and India that would involve the use of intercontinental ballistic missiles would be a world-changing event.


While many have focused on the possibility of a short land-based border war, similar to that which the two countries fought in 1962, due to the rapid advance of both the Chinese and Indian militaries in the decades since 1962, there is every possibility that such a war could escalate quickly.


The Modi Factor


Much is said in the western mainstream media about North Korea’s leader Kim Jong-Un being unpredictable and flippant. This information is largely based on self-fulfilling propaganda rather than actual knowledge of Kim Jong-Un’s thought process and leadership.


While little is actually known about Kim Jong-Un’s long term strategic thinking, India’s Prime Minister Narendra Modi’s modus operandi is all too clear.


Modi’s political programme has resulted in economic stagnation, worsening relations with its two most important neighbours, China and Pakistan and increasing incidents of violence, discrimination and intimidation against India’s large Muslim minority.


With these major failures looming large (however much they are dismissed or rationalised by the ruling BJP), Modi has resorted to an entrenched militant nationalism which has resulted in galvanising the most extreme elements of Modi’s Hindutva base domestically while provoking China by placing Indian troops in territory China claims as its sovereign soil.


Against this background it could be fair to surmise that India’s leadership is less stable than that of North Korea, even when accounting for the differences in India’s size, wealth and global reach vis-à-vis North Korea.


If US leaders have been well known to provoke wars to get a poor domestic political performance or a scandal out of the headlines, one should not surmise that Modi will behave any differently. The fact that a conflict with China whether a military conflict, the ensuring trade conflict for which India is virtually entirely responsible or a combination of both, is manifestly to India’s detriment, seems to be lost on a leadership which is obsessed with short term propaganda victories rather than genuine economic and diplomatic progress.


Actual versus Perceived Chinese Interests


China’s concerns about Indian violations of its sovereignty and moreover with the anti-cooperative attitude that Modi’s government has taken, is a very serious matter for China. China has repeatedly warned that its patience is being tested and that China will not ultimately hesitate to militarily defend itself, even while stating that war is not China’s preferred option.


By contrast, China’s interest in both North and South Korea is one of stability and more importantly, one of peace. China, like Russia, does not want to see the Korean war reignite on its borders. This is why China has taken an even hand on the North Korean issue, one that has surprised those who overestimate China’s relationship with the DPRK, one which throughout most of the second half of the 20th century, was less important than Pyongyang’s relationship with the Soviet Union.


North Korea is on occasion a source of a Chinese headache, but it is the United States which has a lingering geo-strategic ambition to unite Korea under the auspices of a pro-American government. China by contrast would be happy with the status-quo minus weapons tests and military drills on both sides of the 38th parallel.


In respect of India however, China has a deeply specific set of interests which are summarised as follows:


  1. No threats made to China’s territorial integrity

  2. A resentment towards dealing with an Indian government that from the Chinese perspective is needlessly hostile

  3. A long term goal of cooperation with India in respect of One Belt—One Road

  4. A more intrinsic desire not to see India fall too deeply into the US rather than what Chinese media calls the ‘Asian’ sphere of influence.

Modi would appear to understand China’s perspective which is perversely why his government is doing precisely the opposite of what China wants. India currently has soldiers on Chinese territory in the disputed Doklam/Donglang region. India is attempting to shut China out of Indian markets in such a manner that seeks to paint India as a competitor to China rather than a country whose economic potential is complimentary to that of China. In an all-out trade war with China, India will lose, the only question remains how badly. Thus far Modi’s attitude does not bode well for an honourable second place.


Finally, India’s recent purchase of American weapons that are vastly overpriced via-a-vis their Russia or Chinese equitant is an example of Modi being penny wise and pound foolish. Modi’s relationship with the United States is one where Modi is squandering Indian treasure in order to make an expensive point. Donald Trump himself joked at a press conference with Modi that the American side will try and get the final price higher before India commits to a final sale of weapons.


Conclusion:


India would stand to benefit greatly from doing what Pakistan has been going for years, namely understanding that the old alignments of the Cold War, including the idea of being non-aligned means something very different in 2017 than it did in 1970. The China-Pakistan Economic Corridor, Pakistan’s historically good relations with Russia and its refusal to follow US ally Saudi Arabia into an unnecessary conflict with Qatar and by extrapolation with Iran, demonstrates a far-sighted geo-strategic maturity that will ultimately benefit Pakistan greatly.


India has every ability to do with China what Pakistan has done with Russia while not losing its old Cold War friend. Until India realises this, it is fair to say that the flash-points of conflict between Beijing and New Deli are far more worrying and could be far more damaging in the long term than the war of words between Washington and Pyongyang, frightening though it may at times sound.

The Hidden Motives Of The Chinese Silk Road

China’s Belt and Road Forum, hosted with great fanfare, signals the priority of this flagship connectivity initiative while also underlining its credentials as the new “shaper” of global trends and norms. Exhorting all countries to participate, Chinese President Xi Jinping suggested that “what we hope to create is a big family of harmonious co-existence.”



But India, an emerging economy that shares a contested border with China, worries about containment and new pathways for aggression from Pakistan. Other nations wonder if hegemonistic designs are hidden behind the rationality of connectivity and trade. The policy initiative aims to enhance China’s centrality in the global economic unilateral approach in how the project is conceived and implemented so far belies the rhetoric of multilateralism emanating from Beijing.


Taking inspiration from the ancient Silk Road trading route, China’s One Belt One Road initiative, or OBOR, hopes to link more than 65 countries, encompassing up to 40 percent of global GDP. Xi’s signature foreign paradigm – linking China to Asia, Europe and Africa via an ambitious network of ports, roads, rail and other infrastructure projects. Beginning in China"s Fujian province, the projected Maritime Silk Route passes through the Malacca Strait to the Indian Ocean, moving along the Red Sea and the Mediterranean, ending in Venice.


The scale and scope of OBOR is huge, with at least $1 trillion in investments. At the Shanghai summit, Xi announced an additional $124 billion in funding for OBOR, including $8.7 billion in assistance to developing countries. China, desperate to deflect criticism that OBOR is primarily an instrument for Chinese expansionism, managed to convince heads of 29 states and governments to participate in the summit, including Turkish President Recep Tayyip Erdo?an, Italian Prime Minister Paolo Gentiloni, Russian President Vladimir Putin and United Nations chief Antonio Guterres. Most western leaders sent representatives.


The West views this as a Chinese bilateral project being touted a multilateral venture. The outgoing president of the EU Chamber of Commerce in China complains that the OBOR has “been hijacked by Chinese companies, which have used it as an excuse to evade capital controls, smuggling money out of the country by disguising it as international investments and partnerships.”


The rest of the world is more receptive. Lavishing praise on China for the OBOR initiative while targeting the U.S., Putin warned at the summit that “protectionism is becoming the new normal,” adding that the “ideas of openness and free trade are increasingly often being rejected (even) by those who until very recently expounded them.”


South Asia also welcomes OBOR, and most of India’s neighbors attended.


India refused to participate, maintaining opposition to China"s investment in the China-Pakistan Economic Corridor, or CPEC, which passes through Pakistan-occupied Kashmir. India, boycotting the event, announced in an official statement: “No country can accept a project that ignores its core concerns on sovereignty and territorial integrity.” Indian Foreign Secretary S Jaishankar articulated this position at the 2017 Raisina Dialogue: “China is very sensitive about its sovereignty. The economic corridor passes through an illegal territory, an area that we call Pak-occupied Kashmir. You can imagine India’s reaction at the fact that such a project has been initiated without consulting us.” Prime Minister Narendra Modi reinforced this point, asserting that “connectivity in itself cannot override or undermine the sovereignty of other nations.”

The advantages for India of joining China’s multibillion dollar OBOR initiative are apparent, and the economic logic is compelling. With bilateral trade of $70.08 billion in 2016, China remains India’s largest trading partner. Last year also saw record Chinese investments into India reaching close to $1 billion. Compared to this, China’s economic ties with Pakistan remain underwhelming with bilateral trade volume reaching $13.77 last year.


Yet against the backdrop of deteriorating Sino-Indian ties, India cannot feasibly join the OBOR project without challenging the very foundations of its foreign policy. The $55 billion CPEC would link China’s Muslim-dominated Xinjiang Province to the Gwadar deep-sea port in Pakistan. Despite the rhetoric, Beijing’s priority in pumping huge sums into a highly volatile Pakistani territory is not to provide economic relief for Pakistan’s struggling economy or to promote regional economic cooperation.


The development may not subdue restive Muslims in either country. The challenges are huge as underscored by the related militarization. Pakistan has deployed more than 15,000 troops to protect the CPEC, and is raising a naval contingent for protection of Gwadar; China will also station part of its growing naval forces at Gwadar. Concerns are already being expressed that Pakistan could become a Chinese colony once the corridor is operationalized. For the Chinese, security in the province of Balochistan is the biggest concern. Economic conditions in Balochistan remain dire with over two-thirds of its inhabitants living in poverty, and local opposition to the project is mounting by the day. Baloch separatists, especially those from the Baloch Liberation Army, are reported to have abducted and killed foreigners, particularly the Chinese. Such turmoil could have regional consequences.


The long-term strategic consequences of OBOR for India could also allow China to consolidate its presence in the Indian Ocean at India’s expense. Indian critics contend that China may use its economic power to increase its geopolitical leverage and, in doing so, intensify security concerns for India. CPEC gives China a foothold in the western Indian Ocean with the Gwadar port, located near the strategic Strait of Hormuz, where Chinese warships and a submarine have surfaced. Access here allows China greater potential to control maritime trade in that part of the world – a vulnerable point for India, which sources more than 60 percent of its oil supplies from the Middle East. What’s more, if CPEC does resolve China’s “Malacca dilemma” – its over-reliance on the Malacca Straits for the transport of its energy resources – this gives Asia’s largest economy greater operational space to pursue unilateral interests in maritime matters to the detriment of freedom of navigation and trade-energy security of several states in the Indian Ocean region, including India.


More generally, the Maritime Silk Road reinforces New Delhi’s concerns about encirclement. Beijing’s port development projects in the Indian Ocean open the possibility of dual-use facilities, complicating India’s security calculus.


India has its own set of connectivity initiatives such as Myanmar’s Kaladan project, the Chabahar port project with Iran, as well as the north-south corridor with Russia which could be potentially leveraged. The proposed 7200-kilometer International North South Transportation Corridor is a ship, rail and road transportation system connecting the Indian Ocean and Persian Gulf to the Caspian Sea via Iran to Russia and North Europe. The Indian and Japanese governments are working on a “vision document” for developing an Asia-Africa Growth Corridor largely meant to propel growth and investment in Africa, in part a response to China’s ever-growing presence on the continent.


The Belt and Road Initiative is a highly ambitious undertaking in line with China’s aspirations to emerge as the central economic power at a time when the United States makes plans to step back from global affairs. Its success depends on China’s ability to move beyond the bilateral framework and allowing a truly multilateral vision for the project to evolve. Otherwise, China can expect to contend with opposition from more countries than India.

Leading The Multipolar Revolution: How Russia And China Are Creating A New World Order

The last thirty days have shown another kind of world that is engaging in cooperation, dialogue and diplomatic efforts to resolve important issues. The meeting of the members of the Belt and Road Initiative laid the foundations for a physical and electronic connectivity among Eurasian countries, making it the backbone of sustainable and renewable trade development based on mutual cooperation. A few weeks later, the Shanghai Cooperation Organization meeting in Astana outlined the necessary conditions for the success of the Chinese project, such as securing large areas of the Eurasian block and improving dialogue and trust among member states. The following AIIB (Asian Infrastructure Investment Bank) meeting in ROK will layout the economical necessities to finance and sustain the BRI projects.



The Shanghai Cooperation Organization (SCO) and the Chinese Belt and Road Initiative (BRI) have many common features, and in many ways seem complementary. The SCO is an organization that focuses heavily on economic, political and security issues in the region, while the BRI is a collection of infrastructure projects that incorporates three-fifths of the globe and is driven by Beijing"s economic might. In this context, the Eurasian block continues to develop the following initiatives to support both the BRI and SCO mega-projects. The Collective Security Treaty Organization (CTSO) is a Moscow-based organization focusing mainly on the fight against terrorism, while the Asian Infrastructure Investment Bank (AIIB) is a Beijing-based investment bank that is responsible for generating important funding for Beijing’s long-term initiatives along its maritime routes (ports and canals) and overland routes (road, bridges, railways, pipelines, industries, airports). The synergies between these initiatives find yet another point of convergence in the Eurasian Economic Union (EEU). Together, the SCO, BRI, CTSO, AIIB, and EEU provide a compelling indication of the direction in which humanity is headed, which is to say towards integration, cooperation and peaceful development through diplomacy.


On the other side we have the «old world order» made up of the IMF, the World Bank, the European Union, the UN, NATO, the WTO, with Washington being the ringmaster at the center of this vision of a world order. It is therefore not surprising that Washington should look askance at these Eurasian initiatives that threaten to deny its central and commanding role in the global order in favor of a greater say by Moscow, Beijing, New Delhi and even Tehran.


One of the most significant and noteworthy events in the last month, or even in recent years, has been the admission into the SCO of India and Pakistan, two nuclear powers with a history of tension and conflict between them. These two countries are critical to the peaceful and fruitful integration of Eurasia. The slow, two-year process of India and Pakistan’s admission into the SCO benefited greatly from China and Russia’s mediation, culminating in the historical agreement signed by Modi, Sharif, Putin and Xi. This is not to mention Afghanistan’s Ghani being at the same table with Modi and Sharif, representing one of the most infamous locations where Eurasian powers have clashed with each other, acting as an obstacle to the integration and development of the region. The main goal of the new SCO organization is a peaceful mediation between New Delhi and Islamabad, and certainly to reach a wider agreement that can include Afghanistan. Kabul is a good example of how the SCO can offer the ideal framework for achieving a definitive peace settlement. This reflects the sentiment that was expressed during the meeting that took place a few weeks ago in Moscow between Pakistan, India, China, Russia and Afghanistan over the complicated situation in the country. Clearly there are conflicting interests, and it is only through the mediation of Beijing and Moscow that it will be possible to reach a wider agreement and end the 16-year-old conflict.


Afghanistan is a good example of how the SCO intends to support the BRI. In this sense, it is important to note that Moscow and Beijing have decided to engage in a partnership that looks more like an alliance with long-term projects planned deep into 2030. The extent to which Russia and China are committed to common initiatives and projects can be seen in the BRI, SCO, AIIB and CTSO.


Security and Development


Beijing is fully aware that it is impossible to defeat terrorism without laying the foundation for economic growth in underdeveloped countries in Africa, Middle East, Central Asia and South Asia. Terrorist organizations are generally better able to recruit from populations suffering from low income and poor schooling. The SCO is required to manage and control its members’ most unstable areas (Central Asian republics, Afghanistan, India-Pakistan border, Beijing-New Delhi relations) and mediate between parties. The BRI and SCO go hand in hand, one being unable to operate without the other, as Xi and Putin have reiterated.


The SCO and BRI are both capable of meeting the challenges of economic growth through development and progress. Just looking at the BRI"s major projects helps one understand the level and extent of integration that has been agreed. The Eurasian Land Bridge begins in Western China and ends in Western Russia. The China-Mongolia-Russia economic corridor begins in Northern China and arrives in Eastern Russia. Central Asia will be connected to Western Asia, which practically means China linking with Turkey. The China-Indochina corridor runs from Southern China to Singapore; and the Bangladesh-China-India-Myanmar corridor starts in Southern China and arrives in India. The nearly completed China-Pakistan corridor starts in south-western China and reaches Pakistan. Finally, the maritime route running from the Chinese coast through to Singapore will reach the Mediterranean in Greece or, in the future, Venice.


What is evident is that countries like India, Singapore, Turkey and Myanmar, just to name a few, do not wish to miss the opportunity to join this initiative that promises to revolutionize trade and globalization as we know it. Today’s main economic problems, as well as the problem posed by terrorism, stems from the lack of economic growth brought on by a globalization that enriches the elites at the expense of ordinary people. The BRI aims to reinvent globalization, avoiding the protectionist drift that many countries today adopt in response to an aggressive and failed approach to globalization. Beijing intends to bring about a radical change to its industries by restructuring its production and boosting its investment in technology, generating more internal consumption, and becoming a country that offers services and not only manufacturing. For this process to be successful, it will be fundamental to reorganize the regional supply chain by transferring production to more competitive countries that will play important roles in sectors such as agriculture, energy, logistics and industrial projects. Southeast Asia in particular seems to offer ideal destinations for transferring Chinese industries.


In this process of transforming a good part of the globe, some countries currently outside of the SCO organization are nevertheless fully part of the integration schemes and will play a decisive role in the future. In particular, Iran, Turkey and Egypt are the main focus when one looks at their geographical position. The importance of these three countries vis-a-vis the SCO arises mainly from the need of the organization to pursue its work of political expansion and, in the future, to counter militarily the problem of terrorism and its spread. Naturally, countries like Iran and Egypt already devote a large part of their resources towards counteracting the terrorist phenomenon in the Middle East and North Africa. Their entry into the SCO would be seen by many protagonists of the BRI, especially China, as providing the opportunity to expand their projects in areas in North Africa and the Middle East that are currently tumultuous.


This should not come as a surprise, since even countries like Jordan and Israel have been taken into account by Beijing for important infrastructure projects related to the transport of desalinated water to regions with a high rate of drought. With Israel, the Chinese partnership is stronger than ever, counting on various factors such as technological development and the expansion of several Israeli ports to connect more Chinese maritime routes with destinations in the Mediterranean like Piraeus in Greece and probably Venice in Italy. Turkey"s entry into the SCO is mainly aimed at gathering the region"s major oil and gas suppliers and consumers under a single umbrella guaranteed by the SCO. These operations take time and a degree of cooperation that is hard to maintain, although the resolution of the situation in Syria, in addition to the crisis in the Gulf between Qatar and Saudi Arabia, could accelerate synergies and easily facilitate them.


The entry of Iran, Egypt and Turkey into the SCO is inevitable, receiving the strong encouragement of China and Russia, especially as regards the future connection between BRI and other infrastructure projects that are part of the EEU. The advantages are quite obvious to everyone, bringing about greater integration and infrastructure links, the increase of trade between nations, and general cooperation in mutual development. Products can travel from one country to another based on conditions determined bilaterally, something that often favors bigger nations rather than smaller ones. The intention of ??China"s Globalization 2.0, coupled with a Eurasian revival of the EEU, is to change the future of humanity by shifting the global pole of globalization and development towards the east. The BRI is immense and mind boggling in its scope, given that it embraces realities ranging from Panama (focused on the extended channel and the Nicaragua project for a new channel) to Australia, passing through Europe, the Middle East, Asia and the Persian Gulf.


Naturally, in this delicate balance, Europe is called on to play a decisive role in the future. The United States, with its «America First» policy, has already burned bridges with the Chinese BRI revolution, and indeed hopes to throw a spanner in China’s works. European countries including England, France, Germany and Italy have already begun to sign onto various Chinese proposals. It looks as if America’s allies are no longer listening to their former boss. The European Central Bank has for the first time diversified $500m into Yuan currency, and London, together with Rome, Berlin and Paris, was present in Beijing for the launch of the BRI. France, Germany and England sent high-level representations and delegations, Italy directly the Prime Minister. For Europe, the largest exporter to China and the second-largest regional block importing from China, it is inevitable that it will be an integral part of the BRI, looking to reach Iran, Turkey and Egypt for energy supplies and diversifying sources, all within the framework of the BRI.


In this process of Eurasian integration, there are some key countries to keep in mind, but the first steps have already been made with almost indissoluble ties having been made between Moscow and Beijing, as well as the monumental inclusion of Pakistan and India at the same table. With an understanding between India, Russia and China, as well as a lack of hostility to the project in Iran, Israel, Germany, England, Turkey and Egypt, it will be possible to speed up this global change, bringing it to the African countries, Gulf monarchies, South Asian countries, and even South and Central America. Even Washington"s historic allies like Israel, Saudi Arabia and the EU vacillate in the face of such an opportunity to broaden their horizons with significant gains. As far as their alliance with the United States, in this world rapidly heading towards a multipolar world order, not even Riyadh, Tel Aviv or London can afford the luxury of ignoring the project that perhaps more than any other will revolutionize the future of humanity in the near future. Not being a part of it is simply not an option.


The United States has two diametrically opposed options before it. It can operate alongside the BRI project, trying to fashion its own sphere of influence, albeit smaller than the countries residing within the Eurasian continent; but of course for Washington, simply being part of a grand project may not be enough, since it is used to getting its own way and subordinating the interests of other countries to its own. If the US decides to try and sabotage the BRI with their normal tools like terrorism, it is very likely that the countries historically aligned with Washington in these affairs (such as Pakistan and Saudi Arabia) will be subjected to Chinese economic pressure and encouraged to instead participate in a more positive manner.


Cooperation against Threats


The main question is the extent to which Chinese economic persuasion will succeed in overcoming US military threats. In this respect the SCO will be a decisive factor as it expands its influence beyond the Eurasian bloc into Africa and the Middle East. To date, the SCO cannot be considered a military bloc opposed to NATO. Everything will depend on the pressures that the United States will bring to bear on participating countries. Therefore, it is likely that the SCO will evolve to include a strong military aspect in order to counter American destabilization efforts.


It is difficult to predict whether the US will be neutral or belligerent. But considering recent history, American hostility is likely to force Moscow and Beijing into an asymmetric response that will hit Washington where it hurts most, namely its economic interests. Aiming at the dollar, and in particular the petrodollar, seems to be the best bet for advancing the BRI, threatening a massive de-dollarization that would end in disaster for Washington. This is the nuclear option that Beijing and Moscow are looking into, with more than a desire to accelerate this economic shift.


The future of humanity seems to be changing in exciting and unprecedented ways. The full integration of the Eurasian bloc will eventually end up changing the course of history, allowing nations that are currently weak and poor to withstand colonial pressures and broaden their cooperation and dialogue. Peace as a method for developing synergies and prosperity seems to be the new paradigm, contrasting with war and destruction as has been the case in the last decades.
