DHS Prepares Biological Attack Drill On Infrastructure In Oklahoma

This report was originally published by Tyler Durden at Zero Hedge

bioterrorism

The Department of Homeland Security (DHS) is preparing to simulate ‘biological attacks’ on critical infrastructure near the border between Kansas and Oklahoma. The first round of drills will occur on January through February of next year, along with the second round in the summer.

For some time, we have been documenting the increased drills, the United States Government is actively preparing for or underway in a field training exercise. More recently, the Department of Defense just conducted a drill simulating a total grid collapse across the United States. Days ago, Wisconsin released plans on an upcoming drill to stimulate a grid collapse for mid-November. We find it strange the United States Government is drilling for apocalyptic scenarios, but provides very limited details to the American populace. It’s not strange and we’ll tell you why, if the public ever found out about the true nature of these drills it would lead to chaos. So frankly, most Americans will be left out of the dark of what’s coming…

The first drill starts in January and continues into February of next year at two buildings within the Chilocco Indian Agricultural School (Chilocco campus) in Newkirk, Kay County, Oklahoma. The location is about 6-miles south of Arkansas City, Kansas. Department of Homeland Security (DHS) Science & Technology Directorate (S&T) plans to release low-levels of inert chemicals and biological stimulant materials simulating a biological attack on critical infrastructure. S&T is studying the penetration capabilities of a biological stimulant against resident buildings.

DHS’s strategical goal for the operation is to “detect and recover from biological attacks and inform and support biodefense planning, response, and restoration, particularly in consequence/risk assessment modeling of the indoor hazards posed by outdoor aerosols”.

Google image of the Chilocco Indian School and surrounding land.

DHS Science and Technology Directorate (S&T) explains the types of  “biological stimulant” that will be released during the exercises..

Testing will be conducted through the release of (2) different inert powders as well as barcoded spores and are meant to simulate the behavior of harmful biological materials as they move from the outdoors into buildings.

The inert powders are 1) titanium dioxide (TiO2) and 2) urea powder mixed with 10% Cl Fluorescent Brightener 220 optical brightener. Both types of powders allow for the gross mapping of particle penetration into the different building types. TiO2 is a chemically inert powder commonly used in paints, food, cosmetics, and insecticides. Urea is the main chemical found in human and mammalian urine and is used throughout the world as a fertilizer. Optical brighter is a chemical whitener added to toothpastes and laundry detergents to increase fluorescence. For this study the optical brighter is added to the urea, to increase particle visibility for detection, at a weight percent of < 10%.

Part of the test is to determine how much protection occupants inside the residential structures will receive amid a biological agent attack. Test description as follows,

In the event of an outdoor biological agent attack, it is currently unknown the extent to which hazardous material will penetrate buildings and homes in the vicinity of such attack. Current models use a Building Protection Factor (BPF) to describe the permeability of a building to particulates in an outdoor biological attack. The BPF is defined as the reduction in dose received by a typical building occupant compared to a person located outside the building. An unprotected building will typically have a BPF of slightly above 1.2 In the DHS Bioterrorism Risk Assessment (BTRA), BPF values assigned are from 0-1 as a fraction, with 1 being most the most protective, but little to no experimental data exists to support these values. This project would further advance preparedness by providing improved estimates of the boundaries and levels of contamination in homes and buildings following an outdoor aerosol release of a biological agent under varied conditions. UML will release materials upwind of select buildings and experimentally determine the amount of material that penetrates the buildings. The data collected would facilitate modeling efforts that support response and recovery decisions and actions by local, state, tribal, and federal emergency managers.

Tentative quantities and release schedule for the drill:

Hiding on page 22/55 of the report, the building’s characteristics are said to resemble residential and apartment buildings within the United States. Here are additional characteristics of what DHS was looking for:

  • minimal proximity to the public

  • unoccupied from daily use

  • have release positions in the predominant wind direction

  • no obstructions within 20 meters of the building

  • centrally located to campus to ensure plume dissipation below PEL prior to migration off campus

  • maximize distance from nearby pond and any aquatic life

  • the ability to environmentally sample the building over a course of hours to weeks, to months

  • with limited human movement traffic at or around the structure.

Local Republican U.S. Rep. Ron Estes of Kansas is not too fond of DHS’s drill and said last Thursday he is “monitoring the situation closely”.

“I have numerous questions regarding this proposed test,” Estes said. “While it’s important for our federal agencies to test their abilities in response to threats, we need to be 100 percent certain this test is safe for the residents of south-central Kansas.”

Bottom line: As millennials continue to urbanize America-moving out of their parents basements into multifamily complexes with the dreams of enjoying avocado and toast every morning for breakfast. There is a far deeper problem-jeopardizing the millennials’ city-life narrative and the Department of Homeland Security (DHS) is preparing for it: ‘biological attacks’ on apartment buildings…

10 Very Strange Facts About The August 21 Solar Eclipse That Will Absolutely Blow Your Mind

10 Very Strange Facts About The August 21 Solar Eclipse That Will Absolutely Blow Your Mind | Eclipse-Blue-Public-Domain | Faith Sleuth Journal Special Interests US News

In just a matter of days we are going to witness the most unusual solar eclipse in U.S. history. Could it be possible that all of the very strange “coincidences” surrounding this event have some sort of special significance?  The mainstream media has been buzzing about this upcoming solar eclipse for months, and it will easily be the most watched eclipse in all of U.S. history.  Last week, I published an article entitled “12 Critical Events That Are Going To Happen Over A 40 Day Period From August 21st To September 30th” that received an extraordinary amount of attention, and of course the first event on that list was “the Great American Eclipse” on the 21st.  As you will see below, so many numbers seem to indicate that this eclipse could have some sort of special significance, and it begins a period of exactly 40 days that many believe could be a turning point for America.

In the Scriptures, we are specifically told that one of the reasons why God created the sun and the moon was so that they could serve as “signs”.  The following is what Genesis 1:14 tells us…

“And God said, Let there be lights in the firmament of the heaven to divide the day from the night; and let them be for signs, and for seasons, and for days, and years“

And in Luke 21:25, the Lord Jesus specifically warned us to watch for signs “in the sun, and in the moon, and in the stars” just prior to His return.

So we should be watching, and we should fully expect to see something happen up there before Christ comes back.

With that in mind, I would like to share some amazing facts about the solar eclipse on August 21st with you.  These were originally compiled by The Countdown Report, and when I first read them they definitely got my attention…

-First contact is in the state of Oregon, the 33rd state in the USA. The last contact is in South Carolina on the 33rd parallel. This eclipse happens on day 233 of the year. If the Revelation 12 sign is valid, then the eclipse is also 33 days before September 23, 2017. Jesus is thought to have been 33 when He died.

-Just for fun: It is 99 years (3 x 33) since the last eclipse to go coast-to-coast in the US, in 1918. From September 23, 2017 (Revelation 12 sign) to the end of the year, December 31, 2017 is 99 days (or 3 x 33). The number of days from the 1918 eclipse to the August 21 eclipse are 26,234 days. (2+6+2+3+4 = 17; 2017?). From August 12, 2017, the date of the Charlottesville Virginia “State of Emergency” declared to the August 21, 2017 Great Solar Eclipse is 9 days (3+3+3) and the dates are also mirrored – 12 and 21.

-First big city the eclipse hits in Oregon is Salem – Salem was named after Jerusalem. The eclipse also begins in Oregon exactly at sunset time in Jerusalem. So technically speaking, as the sun sets in America it will be setting in Jerusalem at the same time.

-The center line crosses through 12 primary states to receive total darkness. 12 disciples, 12 months in a year, the meaning of 12, which is considered a perfect number, is that it symbolizes God’s power and authority, as well as serving as a perfect governmental foundation.

-The eclipse path is exactly 70 miles wide. 70 has a sacred meaning in the Bible that has two perfect numbers, 7 that represents perfection and 10 that represents completeness and God’s law. 70 also symbolizes perfect spiritual order and a period of judgment. 70 is also specially connected with Jerusalem with so many references it would take a book to write.

-Another eclipse comes in 2024, 7 years after the August 21, 2017 and marks an X over the United States. The combined time of totality of these eclipses together will be 7 minutes. The day of the eclipse is August 21, 2017 – (7 + 7 + 7 = 21). The exact point where the two eclipses cross is right next to Cedar Lake in Illinois… specifically right next to SALEM Road. (Salem again!)

-The original form of the Hebrew letter Tav is like the English letter X or T – which is in the shape of a cross, or X– like the X that is made by the two solar eclipses on the cross paths over 7 years. The letter Tav means “a sign”.

-The path of the eclipse will be situated in such a way that every single state of the US will experience it, even Hawaii and Alaska.

-The totality will reach Oregon at 10:16 AM Pacific, and will end in South Carolina at 2:49 PM Eastern. That means it will take 1 hour and 33 minutes to cross the country. There is that 33 again.

-The eclipse is also exactly 40 days from Yom Kippur. Yom Kippur means “Day of Atonement” and is a time of repentance. While the eclipse day itself may come and go with everything remaining “normal” afterwards, we need to be focused on what could be coming soon after.

You can read the entire list of 33 facts that were compiled by The Countdown Report right here.  I just pulled out the ten that I considered to be the most remarkable.

According to Rachel Baxter, “40 is the number for waiting, preparation, testing or punishment. It is also the number to start a new chapter of the history of salvation”, and we see the number 40 pop up time after time in the Bible.

For instance, in Jonah 3:4 the prophet Jonah gave Ninevah a period of 40 days to repent before judgment would begin…

And Jonah began to enter into the city a day’s journey, and he cried, and said, Yet forty days, and Nineveh shall be overthrown.

Could this coming 40 day time period have some sort of special significance for us?

Like I said in my previous article, I don’t know if all of this means anything.

But Jesus did specifically instruct us to watch for signs in the sun and the moon, and the solar eclipse on August 21st involves both the sun and the moon.

On August 21st, I am going to be able to travel into the path of this eclipse.  Hopefully it will be a very clear day and I will be able to get some very clear pictures for my readers.

I don’t expect anything world shattering to take place on that particular day, but like millions of other Americans, I will definitely be looking up into the sky to see what happens…

Judge Slams ‘Incompetent’ Cops After SWAT Raids Innocent Family for Growing Tomato Plants

tomato

Wichita, KS – In a “huge and significant victory for the Fourth Amendment,” the federal 10th Circuit Court of Appeals reinstated a lawsuit brought by a Kansas City couple who endured a SWAT raid over their tomato plants. Robert and Adlynn Harte — and their two young children — were caught up in a county-wide sweep of suspected cannabis growers, in a prohibitionist state which still has not even legalized any form of medical cannabis.

The judges not only reinstated the Harte’s lawsuit against the Johnson County Sheriff’s Office, which was dismissed by a federal judge in 2015, but went on to castigate the law enforcement agencies involved. They described the 2012 raid as an “unjustified government intrusion based on nothing more than junk science, an incompetent investigation and a publicity stunt.”

In the realm of unlawful police raids, this one may take the cake. It began with a Missouri State Highway Patrolman staking out a garden store every day in Kansas City in hopes of catching some pot growers. Robert Harte visited the store with his two children to buy supplies for an educational vegetable garden project in his basement.

The sergeant shared Harte’s information with a counterpart in the Johnson County Sheriff’s Office (JCSO), which was planning to raid several suspected cannabis growers on 4/20. JCSO went through the Harte’s trash on three occasions, eventually finding what officers believed was cannabis clippings soaked in THC extract.

But the “marijuana” was actually discarded tea leaves.

Despite a lab technician saying the tea leaves looked nothing like cannabis leaves or stems, deputies Edward Blake and Mark Burns used notoriously faulty field drug test kits which showed the presence of THC. These supposed field drug tests were the basis for planning the raid, but the deputies never photographed or documented the tests — leading Judge Carlos Lucero to note that these circumstances gave the deputies strong motive to lie.

They had to find something on the Hartes, because the JCSO had already scheduled the raid on the Harte’s home. Several routine investigatory steps were ignored, making their search warrant “based on nothing more than gardening supplies in a bag and wet tea leaves in the garbage.”

The list of sheer incompetence goes on. In his written decision, Lucero used extraordinary language to characterize just how reckless these drug warriors were.

“Law-abiding tea drinkers and gardeners beware: One visit to a garden store and some loose tea leaves in your trash may subject you to an early-morning, SWAT-style raid, complete with battering ram, bulletproof vests, and assault rifles.

Perhaps the officers will intentionally conduct the terrifying raid while your children are home, and keep the entire family under armed guard for two and a half hours while concerned residents of your quiet, family-oriented neighborhood wonder what nefarious crime you have committed. This is neither hyperbole nor metaphor—it is precisely what happened to the Harte family in the case before us.”

During the two and a half hour raid – where heavily armed SWAT team broke in during early morning hours while the children were home – officers frantically searched for anything to justify their debacle, but found only tomato plants and gardening supplies. Knowing the history of no-knock SWAT raids, someone could have easily gotten killed.

The cops had picked the wrong target this time, as both Mr. and Mrs. Harte are former CIA employees and knew a thing or two about research. After the traumatic experience, the Hartes set out to find out why this happened to them. Spending thousands of dollars in legal costs, they were able to procure a probable-cause affidavit.

It was easy to see that the “probable cause” was full of holes, and thankfully the 10th Circuit court actually studied the facts. The reinstated lawsuit includes unlawful search-and-seizure claims against 10 deputies, the sheriff who started the fiasco and the Johnson County Board of Commissioners.

The Hartes can also move forward with trying to prove that the cops lied about the field tests, and other claims under state law including trespass, assault and false imprisonment.

“There was no probable cause at any step of the investigation,” wrote Lucero. “Not at the garden shop, not at the gathering of the tea leaves, and certainly not at the analytical stage when the officers willfully ignored directions to submit any presumed results to a laboratory for analysis.”

We will certainly be monitoring the outcome of this lawsuit. It exposes the ludicrous nature of the war on cannabis still being carried out in prohibitionist states controlled by Reefer Madness politicians. If there is any “justice” left in the justice system, the Hartes will succeed in holding these deplorable cops accountable.

The U.S. Uses Illegal Chemical Weapons …

Both the New York Times and Washington Post confirm that the U.S. used white phosphorous in densely populated Iraq and Syria.

Why does this matter?

The use of white phosphorus is a war crime under international treaties and domestic U.S. laws. For example, the Battle Book, published by the U.S. Command and General Staff College at Fort Leavenworth, Kansas, contains the following sentence:

It is against the law of land warfare to employ WP [i.e. white phosphorous] against personnel targets.

And the U.S. called white phosphorous a chemical weapon when Saddam used it against the Kurds.

Unfortunately, this is not the first time … The U.S. has repeatedly used illegal chemical weapons.

10th Amendment Case Brings Probation

10th Amendment Case Brings Probation

by Shari Dovale

The Kansas Second Amendment Protection Act, which passed in 2013, says firearms, accessories and ammunition manufactured and kept within the borders of Kansas are exempt from federal gun control laws.

The statute purportedly exempts from federal gun-control laws the firearms, accessories and ammunition manufactured commercially or privately in Kansas and kept within the state’s borders. The Kansas act made it a felony for a federal official to enforce certain directives of Congress regarding firearms.

This law was passed because the people in the State of Kansas have the right to live their life the way they choose within their own state borders. Gun control is unconstitutional and the citizens of Kansas put a stop to it within their state. This law was hailed as the toughest Second Amendment protection law in the nation.

This would be true IF the State of Kansas had enforced this law and backed up it’s citizens attempting to follow it.

Instead, when it came time to stand up, they
lowered their heads like sheep.

Shane Cox, 45, owner of an Army Surplus store, was found guilty of multiple firearms charges and sentenced today. He received two years of probation and $800 in fines after being convicted in November.

28-year-old Jeremy Kettler, a disabled U.S. Army veteran, was named as a co-defendant in the case. He was sentenced to one year on probation and will pay a $100 fine for unlawful possession of an unregistered silencer.

U.S. District Judge J. Thomas Marten would not allow a defense citing the state law, however, he considered it in his sentencing.

“I am satisfied you both had a good faith belief that you are protected by that statute,” Marten said.

Therefore, he knew they had no intentions of breaking the law, and indeed verified that they were following state law. But the Federal Prosecutors and the Judge would not allow this defense during the trial, as the 10th Amendment does not seem to apply in Federal Court.

It is expected that this case will end up in front of the Supreme Court, and the verdict seems to have a good chance of being overturned.

As convicted felons, neither man is allowed to own or possess a firearm.

10th Amendment

The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.

It’s Happening — Cops and Juries in Drug War-Happy-Kansas are Refusing to Enforce Pot Prohibition

When Colorado took the historic step of restoring freedom by legalizing the recreational use of cannabis, neighboring prohibitionist states became desperate.

Oklahoma and Nebraska filed a lawsuit in the U.S. Supreme Court against Colorado, seeking to have federal government stamp out the legalization movement. Thankfully, the court denied the challenge, although the states can still take their crusade to lower courts.

The Kansas Attorney General didn’t jump into the lawsuit, but decided to actually gather evidence about the effect of Colorado legal cannabis on his state. AG Derek Schmidt surveyed law enforcement agencies and district attorneys across Kansas, receiving 390 responses in what represents “the first large-scale picture of the impact of Colorado’s legalization on Kansas.”

The results are in, and it’s unwelcome news for drug war fanatics. According to the Kansas City Star:

“The amount of marijuana being confiscated appears to be dropping quickly…

The Kansas Highway Patrol reported that the number of marijuana stops has gone down since marijuana was legalized in 2014. And the amount of marijuana seized has decreased by almost half.”

Even more interesting than the fact that less cannabis is being confiscated – contrary to what the fear-mongers were predicting – is that attitudes about cannabis have shifted dramatically in both law enforcement and the public.

“In some jurisdictions, law enforcement are no longer enforcing marijuana laws much, and even when they do, it has become difficult to win convictions. Users may receive a fine in one county, probation or jail in another and told to move along in others.

“The criminal justice system is moving in the direction of what appears to be changes in public attitude,” Schmidt said. “Obviously not moving as far as some people would like, but there is obviously an evolution or a change, and this showed that it has reached the enforcement level as well.”

Kansas appears to have a population of good cops and district attorneys who realize that enforcing the war on weed is nonsense.

“Our local deputies and sheriff tell me they stop at least five cars a day with personal-use marijuana inside and absolutely refuse to issue a citation or report for it,” according to the district attorney’s office in Clark County. “They simply confiscate it and send them on their way.”

As a rather humorous consequence of this, one police department had to install fans in their drug storage facility “because of the overpowering strong odor that the Colorado marijuana has.”

Some authorities are recognizing the futility, and perhaps the injustice, of criminalizing cannabis users and putting them in jail.

“We need our very limited jail space and male prison space to house violent offenders, sex criminals, meth head thieves and burglars, and sellers of opioid pills and Mexican brown heroin,” said the Ellsworth County DA.

Even if someone is unlucky enough to get caught by Reefer Madness cops and prosecutors, chances are the jury will find them not guilty. The AG report also shows that public sentiment is changing quickly, and this is coming through in the courts.

“Some juries are refusing to hand out marijuana convictions.

“I have had a number of potential jurors during voir dire opine their belief that marijuana should be legal,” according to the district attorney in Labette County. “Oddly enough, these statements were made in nonmarijuana cases.”

This is true for young and old, black and white, according to the district attorney in Leavenworth County. The elderly say it should be allowed for medicinal purposes, while young jurors tell the DA it’s “less serious than tobacco or alcohol, and they oppose the use of tax funds to prosecute marijuana cases.”

All in all, the Kansas AG’s report is heartening news for those of us fighting to end the senseless war on drugs. Colorado’s revolutionary legalization of both recreational and medical cannabis is disproving the rhetoric of rabid prohibitionists, and is awakening public citizens and even cops to the reality that this plant should be legal.

Schmidt deserves congratulations for actually seeking out factual data, as opposed to his irrational colleagues in Oklahoma and Nebraska.
