Chicago Commissioner Pleads With UN To Deploy Foreign Troops On US Soil

Under the guise of stopping violent crime, a County Commissioner in Cook County, Illinois, went to New York City late last week to request that the United Nations deploy foreign troops in Chicago to tackle the city’s “quiet genocide.”


Perhaps, the geopolitical instability on the Korean Peninsula and in the Middle East is just one giant distraction. The real action is currently unfolding in America’s out of control inner cities, such as Chicago. There is a pattern emerging across the United States, where inner cities such as Atlanta, Baltimore, Chicago, Cleveland, Detroit, Oakland, Memphis, and St. Louis are experiencing out of control violent crime with local officials paralyzed.


Earlier this year, President Trump threatened Chicago with sending in the Feds, after crime statistics warned of an alarming surge in violent crime.




Some politicians in Chicago have recommended deploying the National Guard to aid in combating gun violence, but Cook County Commissioner Richard Boykin went straight to the United Nations last week and pleaded with Oscar Fernandez-Taranco of Argentina, the U.N. Assistant Secretary-General for deployement of foreign troops on United States soil. Boykin is seeking international assistance with “horrific levels of shootings” and violent crime mainly on the West Side and South Side communities.


Boykin said at O’Hare International Airport on Thursday, “I’m hoping to appeal to the U.N. to actually come to Chicago and meet with victims of violence, and maybe even possibly help out in terms of peacekeeping efforts, because I think it’s so critical for us to make sure that these neighborhoods are safe.”


Boykin told Inc. before his meeting, “the United Nations has a track record of protecting minority populations. There was tribal warfare between the Tutsis and the Hutus in Africa, and they deployed peacekeeping troops there to help save those populations and reduce the bloodshed.”


“We have to do something — black people in Chicago make up 30 percent of the population but 80 percent of those who are killed by gun violence,” he added.


Throughout 2017, President Trump has been fairly vocal about the carnage in Chicago. Last week, he addressed FBI grads in Quantico, Virginia, and asked one simple question: “What The Hell Is Going On In Chicago?” (See: “What The Hell Is Going On In Chicago” And Other Highlights From Trump’s Speech To FBI Grads)




Courtesy of stats from HeyJackAss!, here’s a quick recap of “what the hell is going on in Chicago.”  In aggregate, 3,451 people have been shot so far in 2017, or roughly 1 person every 2.4 hours, and 651 have died from their injuries.


Per the chart below, the violent crime is a persistent cloud over the city of Chicago with shootings and murders happening on a daily occurrence.



Meanwhile, this long-term chart shows why Boykin has met with the United States for the assistance of foreign troops to occupy Chicago. It’s the sheer velocity in homicides in recent years which has local officials frightened.



And lastly, “we can’t wait until the mayor comes up with another 1,000 police to try to make the streets safer. Quite frankly, the people want to be safe right now in their homes and their neighborhoods, and we want to make sure that they’re safe,” Boykin said.

UK Embraces Pre-Crime - Brits Face 15 Years In Prison For Watching "Terrorist Material"

The UK’s home secretary, Amber Rudd, is the latest bureaucrat to highlight the increased global trend of governments going completely insane.



Her latest plan is to threaten the British population with up to 15 years in prison for the crime of watching “terrorist material.” Yes, you read that right.


The Guardian reports:





People who repeatedly view terrorist content online could face up to 15 years behind bars in a move designed to tighten the laws tackling radicalisation the home secretary, Amber Rudd, is to announce on Tuesday.


 


A new maximum penalty of 15 years’ imprisonment will also apply to terrorists who publish information about members of the armed forces, police and intelligence services for the purposes of preparing acts of terrorism.



The tightening of the law around viewing terrorist material is part of a review of the government’s counter-terrorism strategy following the increasing frequency of terrorist attacks in Britain this year.



“I want to make sure those who view despicable terrorist content online, including jihadi websites, far-right propaganda and bomb-making instructions, face the full force of the law,” said Rudd. “There is currently a gap in the law around material [that] is viewed or streamed from the internet without being permanently downloaded.



According to the Home Office the updated offence will ensure that only those found to repeatedly view online terrorist material will be guilty of the offence, to safeguard those who click on a link by mistake or who could argue that they did so out of curiosity rather than with criminal intent. A defence of “reasonable excuse” would still be available to academics, journalists or others who may have a legitimate reason to view such material.



The UK is clearly embracing pre-crime here, since it’s clear someone watching terrorist propaganda in the privacy of their own home does not harm anyone else.



Thus, this is a victimless crime, and as I’ve maintained on many occasions, I do not believe such a thing exists. If there’s no victim, there’s no crime.


What the UK is arguing here is that watching “terrorist material” increases the likelihood of someone committing a violent terrorist attack in the future. So you’re actually being punished for what you might potentially do in the future.


This is pre-crime and it’s totally insane. 


Beyond that, we can pretty much guarantee that the definition of “terrorist material” will expand over time to whatever politicians don’t want the rabble exposed to.


But it gets worse still. Here’s what Rudd had to say about her government’s demented crusade against technology itself.






Rudd also caused some consternation at the fringe meeting by criticising the tech industry for their “patronising” attitude that “sneered” at politicians who did not always get it right.



She claimed it was not necessary for her to understand how end-to-end encryption worked to know that it was helping criminals.




It’d be funny if it weren’t so incredibly sad.

Denmark Offers Homes, Education To Jihadists In "Hug A Terrorist" Rehab Program

There’s a very simple principle that helps form the bedrock of any prosperous and civilized society. When people do bad things, they should be punished for it. The moment that rule is turned upside down, and the wicked and weak are rewarded for their behavior, society will crumble. There’s no way around it. Every society that rewards bad behavior is on the fast track to destruction.


You might think that would be obvious, but there are plenty of nations throughout history that have fallen under the weight of corruption, in one form or another. Our species has made this mistake countless times. We never learn, and we always pay for it.



Next on the chopping block of history is Denmark, where the police in the city of Aarhus are now essentially rewarding people who have been accused of being terrorists.





Denmark’s second largest city is attempting to tackle terrorism by offering jihadists “empathy” in a programme dubbed “hug a terrorist.”



Whilst Danes who have fought against Islamic State have been threatened with jail on their return from Syria, terrorists are being offered enormous privileges, including apartments, education, and jobs, to encourage them to rejoin society.



Proponents of the police-run scheme in Aarhus say that jihadists are “isolated” and struggling to integrate, and claim that offering them kindness and forgiveness will deter them from their murderous ideology.




Aarhus Police Superintendent Allan Aarsley explains how troubled Muslim youths were invited to come to the police station for a chat,





"...so they could get some kind of help having a good life here in the city with education, a place to live and things like that."



However, according to Dateline, an Australian news show, the controversial program has received its fair share of criticism.





Danish politician Naser Khader, a Muslim born in Syria, says it sends the wrong message and rewards terrorists who have effectively made war on the West and its values.



He told Australian news programme Dateline the “hug a terrorist” model tells young Muslims: “Go out and do something criminal, be jihadis, you will get a lot of privilege from the society. That’s wrong in my opinion.”




During an appearance on Fox and Friends, Dr. James Mitchell, a former CIA agent who interrogated the mastermind behind 9/11, called the program “extremely naïve.”





"I want you to imagine Rob O"Neill, the guy who shot bin Laden, kicking open the door in his compound, and he"s armed with warm cookies and a "Let"s Cuddle" t-shirt. And he goes, "Get on over here, you rascal. I got lots of hugs for you,"" said Mitchell. "It"s a ridiculous idea."



"You can"t raise a child in a stove-piped community where they"re taught that the entire culture that they"re supposed to assimilate in is evil and out to hold them down, and then when they become an adult expect them to do anything except rebel," he said.




If you applied this approach to literally any other crime you would be heavily criticized by everyone else in society, and for good reason. You wouldn’t give a thief a job, a rapist a free education, or a murderer an apartment. In any decent society these people are thrown in prison. Only after they’ve paid for their crimes, should you even consider helping them readjust to society. Furthermore, if you’re going to reward terrorism, then why bother punishing anyone for anything? Why bother keeping any bad behavior in check?


It’s just common sense. Unfortunately, common sense is quickly dwindling in the Western world.

Gunmen Open Fire On Crowd Outside Mosque In Avignon, France

A shootout erupted around 10:30pm on Sunday night in Avignon, southern France, when two gunmen opened fire on a crowd outside the Arrahma mosque leaving either people injured, La Provence newspaper reports.



According to initial reports, two hooded men were seen arriving aboard a Renault Clio. One was armed with a handgun, the second a rifle. As a crowd oe people were leaving the mosque, one of the armed men, who had got out of his vehicle, opened fire.



La Provence adds that at least four people were injured at the time, while subseqeuent reports said the number is at least eight. About fifty meters away, a family of four who was in her apartment on the second floor of a building also received shrapnel. A 7-year-old girl was slightly injured.


Police in Avignon are now searching for the suspects who fled the scene.


The police have said they do not suspect terrorism is a motive behind the attack. The permanent magistrate at the Avignon parquet, Laure Chabaud, said the working hypothesis is a settling of accounts or a quarrel between young people.

2016's Terrorism Totals - Over 1,000 Arrested In Europe

According to the latest Europol report, there were 1,002 arrests made for terrorist offences in the EU last year.

Of these, Statista"s Martin Armstrong notes that 718 were related to jihadist terrorism - making three consecutive years of increases. Nevertheless, the majority of the 142 attacks completed, foiled or failed were related to ethno-nationalism and separatism (99). Of these attacks, 47 were classed as "completed".


Terrorism claimed the lives of 142 people in the EU in 2016, with an additional 379 people suffering injuries. Nearly all of these fatalities and most of the casualties occurred as a result of jihadist attacks. The exceptions were six victims of paramilitary violence in Northern Ireland and the murder of the UK Member of Parliament Jo Cox, a year ago this month.

Theresa May Vows To Rip Up Human Rights Laws To "Restrict The Freedom Of Terrorist Suspects"

Following a series of devastating attacks in the U.K. and mounting criticism of her counter-terrorism record, Theresa May has vowed to do whatever necessary, if re-elected later this week, to "restrict the freedom and movements of terrorist suspects" even it means ripping up "human rights laws that get in the way."  Among other things, the Prime Minister has said she will make it easier to deport foreign terror suspects and will extend existing laws that restrict the freedom of British suspects on whom authorities "have enough evidence to know they present a threat, but not enough evidence to prosecute them in full in court." Per The Telegraph:





"When I stood on the steps of Downing Street after the London attack I said enough is enough and things have got to change."



"We need to take on the ideology that unites and motivates the perpetrators of these attacks."



“We should do even more to restrict the freedom and the movements of terrorist suspects when we have enough evidence to know they present a threat, but not enough evidence to prosecute them in full in court."



"And if human rights laws get in the way of doing these things, we will change those laws to make sure we can do them."



"If I am elected as Prime Minister on Thursday, I can tell you that this vital work begins on Friday."

As the Telegraph further notes, other contemplated actions would include efforts to force internet service providers to restrict access to extremist websites, tighter restrictions on mobile device usage by terror suspects and more aggressive curfews.





May had already announced plans for longer prison sentences for terrorists and a clamp down on internet firms that enable access to extremist material, but she now wants to go further.



She will extend the powers of police and the courts to restrict the movements of terrorist suspects using Terrorism Prevention and Investigation Measures (Tpims).



It will mean suspects can be kept under curfews for longer periods each day, tighter controls on suspects associating with each other and more people being banned from using mobile phones and the internet.



Human Rights laws also held up the deportation of the hate preacher Abu Qatada to his native Jordan, and Mrs May says she will find ways to prevent future deportations being delayed.



If not for the artful wording, one could almost confuse the comments above for Trump quotes.  Of course, if Trump dared to propose such aggressive measures to combat terrorism the accusations of racism would ring out far and wide and Maxine Waters would have impeachment proceedings scheduled by the end of the day.

51% Of Murders In The U.S. Come From Just 2% Of The Counties

The Distribution of Murders


The United States can really be divided up into three types of places. Places where there are no murders, places where there are a few murders, and places where murders are very common.


In 2014, the most recent year that a county level breakdown is available, 54% of counties (with 11% of the population) have no murders.  69% of counties have no more than one murder, and about 20% of the population. These counties account for only 4% of all murders in the country.


The worst 1% of counties have 19% of the population and 37% of the murders. The worst 5% of counties contain 47% of the population and account for 68% of murders. As shown in figure 2, over half of murders occurred in only 2% of counties.


Murders actually used to be even more concentrated.  From 1977 to 2000, on average 73 percent of counties in any give year had zero murders. Possibly, this change is a result of the opioid epidemic’s spread to more rural areas. But that question is beyond the scope of this study.  Lott’s book “More Guns, Less Crime” showed how dramatically counties within states vary dramatically with respect to murder and other violent crime rates.


  




Breaking down the most dangerous counties in Figure 2 shows over half the murders occur in just 2% of the counties, 37% in just the worst 1% of the counties.




Figure 1 illustrates how few counties have a significant number of murders. Figure 3 further illustrates that with a cumulative perspective. 54% of counties have zero murders, 69% have at most one murder, 76% have at most two murders, and so on. To put it differently, only the top four percent of the counties have 16 or more murders.


If the 1% of the counties with the worst number of murders somehow were to become a separate country, the murder rate in the rest of the US would have been only 3.4 in 2014. Removing the worst 2% or 5% would have reduced the US rate to just 3.06 or 2.56 per 100,000, respectively.




Even within the Counties with the murders, the murders are heavily Concentrated within those counties


When you look at individual counties with a high number of murders, you find large areas with few murders. Take Los Angeles County, with 526 murders in 2014, the most of any county in the US. The county has virtually no murders in the northwestern part of the county. There was only one murder each in Beverly Hills, Hawthorne, and Van Nuys. Clearly, different parts of the county face very different risks of murder.




The map below shows the distribution of murders in Indianapolis, with 135 murders. Although the city extends well beyond the 465 Highway that encircles downtown Indianapolis, there are only four murders outside of that loop. The northern half of the city within 465 also has relatively few murders.




Washington, DC has large areas without murders. 14th Street NW divides the eastern and western parts of the district, with murders overwhelmingly limited to the eastern half. The area around the capitol is also extremely safe.

Gun Ownership


According to a 2013 PEW Research Center survey, the household gun ownership rate in rural areas was 2.11 times greater than in urban areas (“Why Own a Gun? Protection is Now Top Reason,” PEW Research Center, March 12, 2013).   Suburban households are 28.6% more likely to own guns than urban households. Despite lower gun ownership, urban areas experience much higher murder rates. One should not put much weight on this purely “cross-sectional” evidence over one point in time, but it is still interesting to note that so much of the country has both very high gun ownership rates and zero murders.


Conclusion


This study shows how murders in the United States are heavily concentrated in very small areas. Few appreciate how much of the US has no murders each year.  Murder isn’t a nationwide problem.  It’s a problem in a very small set of urban areas, and any solution must reduce those murders.
