Durham, NC — Bond has been set at 2.5 million dollars for a Durham North Carolina school resource officer accused of kidnapping a child and having sexual relations with her. Deputy Christopher Kelly, 40, was charged with, Statutory Sex Offense with a Child, First Degree Sexual Exploitation of a Minor, Second Degree Sexual Exploitation of a Minor, Indecent Liberties with a Child, Sex Acts with a Student, and Second Degree Kidnapping. He is currently being held for “safe keeping” in prison.
Kelly, who was fired at the end of April as a result of the charges, was the school resource officer at Northern High School in Durham. “I think like anyone else he’s nervous, he’s scared and he’s wanting to have his day in court,” said Daniel Meier attorney for the former officer who was allegedly supposed to have been protecting the students from someone like himself.
The teenage victim’s father said Kelly approached him, and much like an Uncle/niece type of relationship wanted to mentor his daughter. “It seemed appropriate at the time,” the father said discussing the relationship with reporters from Eyewitness News 11.
As The Free Thought Project has reported on numerous occasions, pedophiles will try to befriend the family of their targeted victim in an attempt to gain their trust, only to abuse their children later. According to court documents, the sexual relationship started in July of 2016 and lasted until April of 2017.
Kelly, who’s married and has three children of his own, had been with the Durham Sheriff’s Office for four years, and was considered reliable enough, apparently, to work with high schoolers at both Hillside and Northern. But placing Kelly into the schools has now turned into a scandalous mistake if these allegations against him hold up in court.

“I really have nothing to say to him (Kelly),” said the father as he seemingly choked back the tears and anguish.
Kelly will return to court on July 19th for his next appearance. However, if the charges against him are true and he’s found guilty, the damage to the 15-year-old’s life has already been done. She now has to live the rest of her life knowing someone, a police officer no less, robbed her of her innocence.
According to the Durham Herald-Sun;
Detectives discovered explicit photos on Kelly’s cellphone of a video “chat session” with a minor in which the girl is completely naked. An arrest warrant states Kelly did “induce and encourage a minor” to engage in sexual activity and take part in video chat sessions “in which the juvenile would perform sexual acts and/or the defendant would take part in sexual acts.”
Sheriff Mike Andrews released the following statement which reads in part;
When one of our own is accused of abusing the trust we work hard to earn, it is both disheartening and devastating to all involved. Our thoughts are with the family at the center of this ongoing investigation. The Sheriff’s Office will continue to work with the Durham County District Attorney’s Office, and we will respect the judicial system in the next phase of this process.
Kelly’s sick relationship with the victim goes back to the 2014-15 school year when he was a school resource officer at Carrington Middle School. It seems his infatuation with the victim led him to follow her to Northern High School where he served as an off-duty school resource officer even though he was permanently assigned to Hillside High.

Because this police officer served in three different schools, we are asking parents of children at those three schools to speak with their children about Kelly. If there are other victims out there, now’s the time to come forward. If your daughter or son was a student at Carrington Middle, Hillside High, or Northern High School, take a few moments and have that hard talk with your child about pedophiles. As statistics show it is likely that there is more than one victim.
Los Angeles, CA — According to the LA Times, when the LAPD began investigating the theft of several police cruisers by its own police cadets (minors), they had a suspicion that “lax security of the station’s equipment locker may have played a role in the alleged theft of squad cars, bulletproof vests, police radios and Tasers by LAPD cadets.” But after Chief Charlie Beck personally arrested one of his own men, he discovered pedophilia was at the heart of their investigation.
Beck arrested Officer Robert Cain, 31, at the 77th Street Division at 11:00 am Thursday. His 15-year-old female victim was incriminated as being involved in the thefts and destruction of police equipment. After interviewing her, investigators became aware of the ongoing sexual relationship between the cadet and Cain.
According to the LA Times;
Officer Robert Cain, 31, allegedly had sex in the past month with a teenager suspected with other cadets of being involved in the recent thefts of police cruisers and other LAPD equipment, Beck said. Cain also allegedly knew of, and helped facilitate, the string of thefts that has rattled the department in recent days, Beck said.
Any time a police chief of a large metropolitan area personally makes an arrest of one of his own men, the disgrace transferred to that officer does not go unnoticed due to the sheer size of LA County. Beck, one could say, was very guarded with his words during the press conference with reporters but openly condemned the actions of his officer when he said;
I find the actions of Cain, if they are proven, to be despicable and I find his actions absolutely inconsistent with the ethics and standards of the Los Angeles Police Department…There may be a connection between the wooing of this underage female and access to the equipment. I don’t know…I know that would be consistent with pedophile type behavior
In all, seven cadets ranging in ages from 14-18 have been arrested in connection with the theft of three police cruisers, bulletproof vests, tasers, and police radios. Additionally, some of the teens were also implicated as having impersonated police officers, an example of which would have been pulling people over in a traffic stop.

The investigation into the thefts, joy rides, police chases, and crashes of police vehicles into other motorists led detectives to the inappropriate sexual relationship between Cain, who was assigned to the 77th St. Station, and the female cadet.
Two cadet programs have now been suspended, the one located at 77th St. Station and Pacific Divisions. City leaders are now calling for a complete audit of all of LA County’s police cadet programs.
City Councilman, Mitchell Englander, who’s also a reserve police officer, said he’s “calling for a full investigation and audit of all LAPD youth programs.” It’s unclear, at this point, if such an audit will turn up more instances of predatory behavior by law enforcement officers. However, as the Free Thought Project has pointed out on many occasions, explorer scout abuse is all too uncommon.
Mayor Eric Garcetti addressed Cain’s alleged misconduct. He said in a statement;
There is no higher priority than protecting and guiding our young people — and when they become LAPD cadets, every parent should feel confident that they will be treated with the utmost care every step of the way. The charges against this officer are deeply disturbing, and I have been assured he will be prosecuted to the fullest extent of the law.
Englander does not want to limit the complete audit to the police department. He wants to see the investigation expanded to include the Gang Reduction and Youth Development and Police Activities League Supporters programs.
Even the police officer’s union, The Los Angeles Police Protective League condemned Cain’s actions, saying in a statement;
If these disgusting allegations are true, we applaud the department for taking swift action to arrest this individual for this vile crime,” the union said in a statement. “There should be zero tolerance for any officer who takes advantage of those they are entrusted to protect
The celebrated youth cadet program has graduated thousands of teenagers and young adults over the years. Ironically, the graduation of the latest batch of cadets will be held on Saturday. Beck appeared unfazed, commenting at the press conference;
I intend to go forward Saturday with the graduation. I hope the media attend so they can see the other 2,200 cadets who so well serve this city.
According to the LA Times, the district attorney has yet to file charges against Cain, whose bond is set at 75,000 dollars.

Go speak with an LAPD detective and tell your story. It’s called rape. Pedophiles seek out youth and teenagers for sex, and getting into positions of authority over kids is one of their methods. We applaud Chief Beck for personally arresting one of his own, but we encourage him to keep going and fully clean house.
Attleboro, MA — In what seems to be an increasing number of law enforcement officers finding themselves on the other side of the law, another veteran police officer has been arrested on pedophilia-related crimes. Attleboro officer Richard Woodhead,54, was arrested for attempting to engage in sex with a minor, possessing child pornography and attempting to receive child pornography.
Outwardly, Woodhead appeared to have it all together. He had a nice job as a peace officer, a position he’d held for 32 years. He was married and had children of his own, but the officer’s apparent obsession with child porn eventually led to his arrest. A search warrant was obtained for his home and executed.
During their search, investigators found, in a hidden compartment in his bedroom, a stash of child pornography, as well as a substance known as “jungle juice,” something which can be used as an inhalant.
According to the Global Information Network About Drugs, Jungle Juice is considered a “popper,” often used in the gay community as an aphrodisiac. Its chemical name is Amyl Nitrite and is a vasodilator. Its dizzying effects have also been put to use as a date rape drug.
State and federal authorities were seen searching the inside of his home. Along with the possession charges, he was also charged with attempting to receive child pornography.
Woodhead was made to appear before a federal judge in Rhode Island shortly after being arrested. According to WHDH News 7, who reported on the case, prosecutors say the crimes began last fall and involve emails as well as phone messages. More details will emerge when he goes before the judge to determine if bail will be allowed in his case.

As The Free Thought Project has reported extensively, the federal government reportedly maintains child pornography websites and use those sites to identify, and arrest unsuspecting pedophiles. When asked to reveal the measures they use to get their suspects, the government has even dropped charges against its defendants.
While, for the moment, no child has been implicated as a victim of officer Woodhead, there still exists the possibility federal prosecutors are protecting their identity. The arrest comes after what appears to be an epidemic of sex crimes involving high profile individuals. From former U.S. Congressman Anthony Weiner, who is under investigation and will likely be charged with child pornography crimes, to former Speaker of the House Dennis Hastert, who raped young wrestlers when he was their coach, our nation’s leaders are involved in sex crimes with children. They come from both sides of the political spectrum, reach across all religions, and serve as judges all the way to street-level police officers. Pedophiles are everywhere and increasingly, it seems, civil servants.
The United States has yet to see a scandal involving crimes against children be as wide-reaching as those we’ve reported coming out of the United Kingdom and Europe. But rest assured, the day will likely come when a great number of pedophiles in the highest levels of government are arrested in a major roundup that will make pizzagate look like a school field trip.
Pennsville Twp., NJ — Assuming her 9-year-old and 13-year-old sons would be safe in the bathroom of the Applebee’s, a New Jersey mother had to call police after the boys rushed back to the table, saying a man had exposed his genitals lewdly — but she wasn’t prepared for the shock when cops finally arrested 31-year-old Anthony J. Minguez.
Because Anthony J. Minguez — identified later by Pennsville Police — is an officer with the Penns Grove Police Department.
Worse than the appalling prospect an off-duty officer would spend time exposing himself to children in the public bathroom of a chain restaurant is Minguez — who came to the department in late June, 2011 — remains on active duty.
Minguez has been charged with lewdness.
According to authorities, the woman, whom NJ.com did not identify, claimed her young sons sprinted from the bathroom after Minguez exposed his genitals to them in a lascivious manner.
On Thursday, the furious mother signed complaints with the Pennsville Police Department against Minguez for lewdness and disorderly conduct.
“We have been advised that a citizen complaint was signed against one of our officers at the Pennsville Township Municipal Court,” Penns Grove Chief of Police John T. Stranahan Sr. announced Thursday afternoon, as quoted by NJ.com. “We have not been provided a copy of any of the information from the complaint.
“As in any case involving an officer, this matter will be forwarded to our Internal Affairs investigator for criminal and/or administrative review. There can be no further comment by this agency until a review of all information is conducted via the Internal Affairs process and subsequently reviewed by the county prosecutor.”
While Minguez must absolutely be considered innocent of the allegations for now — and the supposed crime occurred when he wasn’t on duty — the fact the Stranahan has permitted the debauched officer to stay on the job has area parents and residents incensed.
“Community activist Walter Hudson called a press conference in the borough Thursday afternoon calling for Minguez to resign. He was joined by the boys’ mother at the event,” NJ.com reports.
Despite contention over the alleged ‘flashing,’ president of the Salem County Fraternal Order of Police Lt. Bob Gant took a sterile tone in addressing the charges, stating,
“Our members are not above having charges filed against them just because they wear a uniform. They are entitled to a fair hearing and court proceedings as any other resident in Salem County. As with any charges filed against someone, these things need time to be sorted out through the proper channels.”
One proper channel will be the Salem County Prosecutor’s Office, in whose hands Minguez’ fate now rests. His court date is slated for June 1, according to complaints.
For a cop to be charged with such a lecherous crime — one directly threatening to not just public, but children’s safety and security — should be a far rarer occurrence than is actually is.
To wit, it was just this week veteran New York Police Department Detective Robert Francis peeped in his last window before being arrested by his colleagues for a string of incidents in which he allegedly shone his cell phone flashlight in people’s windows and turned that light on his genitals.
“When police arrived,” The Free Thought Project reported, “they reportedly found Francis masturbating while peering through a child’s window. Francis was arrested at 2:30 am on charges of public lewdness and endangering the welfare of a child.”
As with Minguez, Francis remains actively employed — receiving no suspension or relegation to desk duty — and receiving a paycheck courtesy of taxpayers, despite behavior that, if true, should land him behind bars and a spot on the registry of sex offenders.
Apparently, allegations of child predation and prurience aren’t as distressing to the Penns Grove Police and NYPD as such accusations are to the public — the public who will be forced to deal with the consequences should either alleged transgressor not refrain from apparent pedophiliac proclivities.
How residents local to either area are expected to feel secure in their homes or in public venues — when the police tasked with jailing criminals fail to err on the side of extreme caution by removing ostensive offenders from active duty — was not made clear by either department.
Rockville Center, NY — Police investigators were perplexed after a series of Peeping Tom incidents occurred in their town. On at least three occasions, a man would go up to someone’s home, shine his cell phone light into the window of the home, and when someone eventually noticed the stranger standing in their yard, the man would then turn the light onto himself, spotlighting his exposed genitals.
The mystery, however, was solved Sunday night, when police nabbed their man. No. Literally. He was one of their own. It turns out the Peeping Tom/Flasher villain was a veteran detective of the New York Police Department, who served in a precinct in Brooklyn. Detective Robert Francis was arrested and taken into custody after a homeowner called police to complain of yet another nude flasher. When police arrived, they reportedly found Francis masturbating while peering through a child’s window. Francis was arrested at 2:30 am on charges of public lewdness and endangering the welfare of a child.
Francis has not been fired, suspended, or even sent home on leave. Instead, the police department opted to place the detective on “modified” duty. As The Free Thought Project has consistently reported, often when a police officer is being investigated, he/she will be given paid leave while the inquiry is conducted. In Francis’ case, he hasn’t been given leave and has been allowed to keep his job, all the while still facing criminal charges following his arrest.
According to PIX 11 News, fellow police officers are describing Francis’ actions and his subsequent arrest as a “betrayal of the badge.” We at The Free Thought Project couldn’t agree more. But, sadly, many times, these same heinous crimes are covered up by police departments hoping the entire incident will simply go away. Worse still, those same officers are allowed to keep their jobs, thanks in part to the hard work of their police unions, superiors, or arbitrators.

One neighbor said of Francis’ actions, “I think it’s really disgusting and kind of unthinkable what he was doing,” said one neighbor interviewed on the scene. Another neighbor, who was also exposed to the flasher’s genitals, described what the man was doing. “He was just out, you know, naked, in the middle of 21 degree weather, and was showing himself off,” she said. “I spoke with the mother and she said her daughter is very shaken up about it. And I don’t blame her. It’s just very disgusting,” the victim said after speaking to the latest family devastated by the detective’s actions.
Police said the flasher had a habit of exposing himself while standing in the yards of his victims, even going so far as to tap on the victims’ windows before exposing himself. But this latest incident is the first reported one where they learned the perpetrator was masturbating. They won’t say, however, if Francis is connected to the other series of events, but it is likely no coincidence.
Giving credit where credit is due, the Rockville police did an excellent job of catching the offender who’d been terrorizing the town’s residents who lived along Seaman and Lakeview Avenues. But we do have a few questions which remain unanswered. Does Det. Francis have a history of these types of incidents the various police departments where he’s worked have covered up?
