Reuters reports that a military helicopter on a rural training exercise in western Russia mistakenly fired rockets at a group of parked vehicles, knocking at least one person to the ground, footage posted by Russian news sites and on social media showed.
The clip below shows a helicopter firing a salvo of rockets at a military truck covered in camouflage netting in open countryside, with three vehicles with no military markings visible, parked a few meters away. A man in civilian clothes who had been standing close to the truck was engulfed in a cloud of dust. The person filming the clip, who was slightly further away, could be seen sprawled on the ground.
The Russian Defence Ministry’s western military district, in a statement cited by Interfax news agency, said that during a training exercise a helicopter’s targeting system had mistakenly acquired a target, but denied anyone had been injured.
The representative cited by Interfax did not say when the incident happened, or where, or if the exercise was part of the “Zapad-2017” war games.
“As a result of a strike by an unguided rocket, a cargo vehicle with no people on board was damaged,” Interfax quoted a representative of the military district as saying.
The Russian central bank may have uncovered yet another "unorthodox" way of boosting the wealth effect, one which bypasses the conventional commercial banking pathway altogether.
According to Russia’s RIA Novosti news agency, a thief has stolen more than 11 million rubles ($195,000) from a building owned by Rosstandart, where the Bank of Russia rents offices for its various divisions. The money was taken from the Central Bank’s building on Leninsky Prospekt on Monday, RIA added.
"An unknown individual climbed through the window of the building of the Central Bank, stole more than 11.4 million rubles and disappeared," a central bank official said. The central bank spokesperson also told reporters that the thief had stolen employees’ personal property, and said that those targeted by the theft worked for Bank of Russia, which rents offices in the building.
The Internal Affairs Ministry confirmed that money had been stolen from a business in the area, but refused to name the company or the amount stolen. The circumstances of the incident are being investigated by police officers, a criminal case has been opened.
It was not immediately clear if the Russian "incident" would prompt central banks around the world to "stimulate" their own economies by pursuing a local version of the "open window" fallacy.

The National Anti-Terrorist Committee has confirmed that a makeshift bomb has been found at the Ploshchad Vosstaniya metro station in St. Petersburg and disposed of.
"At the Ploshchad Vosstaniya metro station in St. Petersburg a makeshift explosive device was found and rendered harmless on Monday," National Antiterrorist Committee spokesman Andrey Przhezdomsky told the Rossiya-24 television news channel. "It was done promptly and professionally."
"Special services and law enforcement agencies keep taking crucial measures to identify and avert terrorist threats," the National Anti-Terrorist Committee said.
Update 3: The Mail is reporting at least 50 injured including children. Bloomberg reports the device was an IED with shrapnel.
The entire transit system has been shut down as bomb squads and rescuers are responding to the emergency.

Preliminary reports indicate that some 10 people may have been killed and 20 injured in the blast, news agencies said citing sources close to the investigation.
The Tass news agency and Reuters said that 10 have been killed.
Interfax also said about 10 had died, with about 20 injured.

Fire brigades are investigating reports of smoke at the Sennaya Ploshchad metro station in the Russian city of St. Petersburg, a regional Emergencies Ministry official told Sputnik on Monday.
"Preliminarily, there is strong smoke. Smoke protection service experts have been dispatched. The source of the smoke is being investigated," the source said.
Seven stations closed on city subway network - "Victory Park", "Electrosila", "Moskovskiye Vorota", "Frunze", "Institute of Technology", "Sennaya Ploshchad", "Gostiny Dvor".
