Spike In Airborne Radioactivity Detected In Europe, Source Located In Southern Urals

In late February, concerns about a potential nuclear "incident", reportedly in the vicinity of the Arctic circle, emerged when trace amounts of radioactive Iodine-131 of unknown origin were detected in January over large areas in Europe, according to a report by the Institute for Radiological Protection and Nuclear Safety, the French national public expert in nuclear and radiological risks. And while Norway was the first to measure the radioactivity, France was the first to officially inform the public about it.





"Iodine-131 a radionuclide of anthropogenic origin, has recently been detected in tiny amounts in the ground-level atmosphere in Europe. The preliminary report states it was first found during week 2 of January 2017 in northern Norway. Iodine-131 was also detected in Finland, Poland, Czech Republic, Germany, France and Spain, until the end of January", the IRSN wrote in a press release.



Ultimately, the radioactive I-131 faded away, and the incident was forgotten with the source of radioactivity never discovered, even as the US military"s "Constant Phoenix" nuke sniffer plane was deployed in the vicinity.


Fast forward to today when French nuclear watchdog ISRN reported that another spike in airborne radioactivity has been detected in the air in Western and Central Europe: "Ruthenium-106 has been detected by several European networks involved in the monitoring of atmospheric radioactive contamination, at levels of a few milliBecquerels per cubic meter of air."


According to IRSN calculations, based on the concentration levels measured in several European countries and on the meteorological conditions of the last few days, the contaminated air could have been generated from southern regions of Ural or located close to those. "IRSN is continuing its investigations to try to confirm the origin of this atmospheric pollution."



Like in February, the very low levels of atmospheric contamination of ruthenium 106 observed to date by European monitoring networks have no environmental or health consequences. Nevertheless, IRSN maintains a watchful vigilance on this presence of ruthenium in the air.


One day prior, on Thursday Germany"s Federal Office for Radiation Protection (FORP) said that elevated levels of the isotope Ruthenium-106 have been reported in Germany, Italy, Austria, Switzerland and France since Sept. 29. The highest concentration was found in Vienna, at 42 millibequerel per cubic meter. FORP raised the alarm initially after five weather service stations detected traces of the particle.



According to the FORP, since only ruthenium-106 has been detected, a nuclear power plant accident can be excluded as the source.


Echoing the observations of IRSN, FORP spokesman Jan Henrik Lauer told The Associated Press the source of the Ruthenium-106 isn"t known but calculations indicate it may have been released in eastern Europe.


Ruthenium-106 is a hard, silvery-white metal with a shiny surface. It is used for radiation therapy to treat eye tumors, and sometimes as a source of energy to power satellites.


So far the reason for its radioactive compound"s presence, as well as the source, remains a mystery.

Concerns Grow About A Nuclear "Incident" In Europe After Spike In Radioactive Iodine Levels

Concerns about a potential, and so far unsubstantiated, nuclear "incident", reportedly in the vicinity of the Arctic circle, spread in the past week after trace amounts of radioactive Iodine-131 of unknown origin were detected in January over large areas in Europe according to a report by the Institute for Radiological Protection and Nuclear Safety, the French national public expert in nuclear and radiological risks. Since the isotope has a half-life of only eight days, the detection is an indication of a rather recent release. As the Barents Observer adds, "where the radioactivity is coming from is still a mystery."


The air filter station at Svanhovd - located a few hundred meters from Norway’s border to Russia’s Kola Peninsula in the north - was the first to measure small amounts of the radioactive Ionide-131 in the second week of January.  Shortly thereafter, the same Iodine-131 isotope was measured in Rovaniemi in Finnish Lapland. Within the next two weeks, traces of radioactivity, although in tiny amounts, were measured in Poland, Czech Republic, Germany, France and Spain.


Norway was the first to measure the radioactivity, but France was the first to officially inform the public about it.

No Health Concerns For Now


Mitigating some of the concerns, however, was the head of section for emergency preparedness at the Norwegian Radiation Protection Autority, Astrid Liland, who spoke to the Barents Observer and said the levels measured raise no health concerns. “We do measure small amounts of radioactivity in air from time to time because we have very sensitive measuring equipment. The measurements at Svanhovd in January were very, very low. So were the measurements made in neighbouring countries, like Finland. The levels raise no concern for humans or the environment.  Therefore, we believe this had no news value,” Astrid Liland answers when asked why the public was not informed.


She points to Norway’s nation-wide online network of 33 stations were people can check real-time measurements.


At Svanhovd, measurements in the period January 9-16 show levels of 0,5 micro Becquerel per cubic meter air (µBq/m3). In France, where authorities decided to publish the information, measured radioactivity were much lower, from 0,1 to 0,31 µBq/m3. Levels measured in Finland were also lower than in northern Norway with 0,27 µBq/m3 measured in Rovaniemi and 0,3 µBq/m3 in Kotka. Finland’s Radiation and Nuclear Safety Authority (STUK) decided to follow the French example and posted a press release about the increased levels of radioactivity.


But No Explanation Where The Radiation Came From


Finnish authorities also underscores that the levels measured are far from concentrations that could have any effect on human health. Neither STUK, nor IRSN speculate in the origin of the released Iodine-131.


Astrid Liland can’t either explain the origin of the radioactivity. “It was rough weather in the period when the measurements were made, so we can’t trace the release back to a particular location. Measurements from several places in Europe might indicate it comes from Eastern Europe,” Liland explains. “Increased levels of radioactive iodine in air were made in northern-Norway, northern-Finland and Poland in week two, and in other European countries the following two weeks, Astrid Liland says.


As the Barents Observers adds, Iodine-131 in the air could come from an incident with a nuclear reactor. The isotope is also widely used in medicine and for that purpose; many countries around the globe produce it.


All operators of nuclear reactors or institutions using Iodine-131 for medical purposes have detectors for external releases of radioactivity. In other words, as the Observer concludes, "Someone out there knows why the radioactivity was spread over larger areas of Europe."


Nuclear installations in northwastern Europe, were the radioactivity was first discovered, includes nuclear power plants in Finland, Sweden and Russia, in addition to nuclear powered vessels on Russia’s Kola Peninsula and White Sea area. The source could as well come from even further away installations.


Constant Phoenix Deployed


Finally, adding an air of mystery to this alleged "incident" was the spotting of the "Constant Phoenix", which on Friday arrived in the UK"s Mildenhall airbase after departing from Florida.



As the Aviationist explains, the WC-135 Constant Phoenix has been used in the past to determine whether nuclear tests or detonations have taken place in any given region. The WC-135 is a derivative of the Boeing C-135 transport and support plane. Two of these aircraft are in service today out of the ten examples operated since 1963. The aircraft are flown by flight crews from the 45th Reconnaissance Squadron from Offutt Air Force Base while mission crews are staffed by Detachment 1 from the Air Force Technical Applications Center.


The WC-135, known as the “sniffer” or “weather bird” by its crews, can carry up to 33 personnel. However, crew compliments are kept to a minimum during mission flights in order to lessen levels of radioactive exposure.



Effluent gasses are gathered by two scoops on the sides of the fuselage, which in turn trap fallout particles on filters. The mission crews have the ability to analyze the fallout residue in real-time, helping to confirm the presence of nuclear fallout and possibly determine the characteristics of the warhead involved: that’s why the aircraft is important to confirm the type of explosion of today’s test.





As Darin R. Pfaff, a former WC-135 aircrew member explained to us in a comment to a previous article on this aircraft: “airframes have two large supplemental charcoal filter packs, as well as HEPA/ULPA filters (we called them “lungs”) for their cabin air. When the instruments indicate contact with radioactive debris, the crew will also reduce cabin airflow to just maintain pressurization, and all personnel on board will go to 100% oxygen through their masks. They will stay on 100% O2 until activity readings drop back down into the safe levels. Everybody wears a dosimeter, and those records are monitored to prevent unsafe exposure.”



Along with monitoring nuke testing, the WC-135 is used to track radioactive activity as happened after the Chernobyl nuclear plant disaster in the Soviet Union in 1986 and Fukushima incident back in 2011.



So far there has been no official statement by any entity providing further details on the spike in Iodine levels, nor an explanation from the US military why the "Constant Phoenix" was deployed to Europe.

Russia Launches Biggest Arctic Military Expansion Since Fall Of USSR

In what will likely be interpreted as the latest "test" by the Kremlin to gauge western military preparedness, Reuters reports that Russia has quietly unleashed the biggest military build up targeting the Arctic since the fall of the Soviet Union.  "It is part of a push to firm Moscow"s hand in the High North as it vies for dominance with traditional rivals Canada, the United States, and Norway as well as newcomer China." It is also part of the ongoing scramble for resources above the commodity rich arctic circle.

As Reuters notes, under Putin, Moscow is scrambling to re-open abandoned Soviet military, air and radar bases on remote Arctic islands and to build new ones, as it pushes ahead with a claim to almost half a million square miles of the Arctic. It regularly releases pictures of its troops training in white fatigues, wielding assault rifles as they zip along on sleighs pulled by reindeer.



"History is repeating itself," Vladimir Blinov, a guide on board the icebreaker Lenin, which is named after communist revolutionary Vladimir Lenin, told a recent tour group. "Back then (in the 1950s) it was the height of the Cold War and the United States was leading in some areas. But we beat the Americans and built the world"s first nuclear ship (the Lenin). The situation today is similar."


The expansion has far-reaching financial and geopolitical ramifications: "the Arctic is estimated to hold more hydrocarbon reserves than Saudi Arabia and Moscow is putting down a serious military marker."


The Arctic, the U.S. Geological Survey estimates, holds oil and gas reserves equivalent to 412 billion barrels of oil, about 22 percent of the world’s undiscovered oil and gas. Low oil prices and Western sanctions imposed over Moscow"s actions in Ukraine mean new offshore Arctic projects have for now been mothballed, but the Kremlin is playing a longer game.


Some more details: according to Reuters, Russia is building three nuclear icebreakers, including the world"s largest, to bolster its fleet of around 40 breakers, six of which are nuclear. No other country has a nuclear breaker fleet, used to clear channels for military and civilian ships. Russia"s Northern Fleet, based near Murmansk in the Kola Bay"s icy waters, is also due to get its own icebreaker, its first, and two ice-capable corvettes armed with cruise missiles.





"Under (Soviet leader Mikhail) Gorbachev and (Russian President Boris) Yeltsin, our Arctic border areas were stripped bare," said Professor Pavel Makarevich, a member of the Russian Geographical Society. "Now they are being restored."



The build-up has been noticed in Washington. U.S. Defense Secretary James Mattis, in a written submission following his confirmation hearing, described Moscow"s Arctic moves as "aggressive steps" and pledged to prioritize developing a U.S. strategy, according to Senator Dan Sullivan.


Naturally, Russia"s military expansion poses a dilemma for Trump, who wants to repair U.S.-Russia ties and team up with Moscow in Syria rather than get sucked into an Arctic arms race: it is guaranteed that US neocons will be scraming bloody murder unless Trump somehow responds to the US expansion.


The build-up is causing jitters elsewhere. As reported two weeks ago, 300 U.S. Marines landed in Norway this month for a six-month deployment, the first time since World War Two that foreign troops have been allowed to be stationed there. And with memories of Russia"s 2014 annexation of Ukraine"s Crimea still fresh, NATO is watching closely. Six of its members held an exercise in the region in 2015.

Previously, the Soviet military packed more firepower in the Arctic, but it was set up to wage nuclear war with the United States not conventional warfare. Arctic islands were staging posts for long-range bombers to fly to America. But in an era when a slow-motion battle for the Arctic"s energy reserves is unfolding, Russia is creating a permanent and nimble conventional military presence with different and sometimes superior capabilities.





Sergei Shoigu, the defense minister, is presiding over the re-opening or creation of six military facilities, some of which will be ready by the year"s end. They include an island base on Alexandra Land to house 150 troops able to survive autonomously for 18 months. Called the Arctic Trefoil, officials have said they may deploy military jets there. MiG-31 fighters, designed to shoot down long-range bombers, or the SU-34, a frontline bomber, are seen as suitable.



Moscow"s biggest Arctic base, dubbed "Northern Shamrock", is meanwhile taking shape on the remote Kotelny Island, some 2,700 miles east of Moscow. It will be manned by 250 personnel and equipped with air defense missiles. Soviet-era radar stations and airstrips on four other Arctic islands are being overhauled and new ground-to-air missile and anti-ship missile systems have been moved into the region.



Russia is also spending big to winterize military hardware. "The modernization of Arctic forces and of Arctic military infrastructure is taking place at an unprecedented pace not seen even in Soviet times," Mikhail Barabanov, editor-in-chief of Moscow Defense Brief, told Reuters.



Barabanov added that two special Arctic brigades had been set up, something the USSR never had, and that there were plans to form a third as well as special Arctic coastal defense divisions. "Russia"s military activity in the Arctic is a bit provocative," said Barabanov. "It could trigger an arms race." Of course, Russia"s military activity could be simply seen as a preemptive move to western expansion in the region, as telegraphed by the recent build up of NATO forces in Eastern Europe.

Meanwhile, Russians are delighted by this latest "arms race."


In Murmansk, home to Russia"s icebreakers and just an hour from the Northern Fleet"s headquarters, the prospect of an Arctic renaissance is a source of pride. The city is steeped in Arctic and military history. The conning tower of the Kursk submarine, which sunk in 2000 after an explosion, looks down from a hill above the port. And in central Murmansk, scale models of dozens of icebreakers crowd the halls of the Murmansk Shipping Company, while sailors, wrapped in great coats, barrel along its streets.


For Russia, the issue of militarizing the Arctic boils down to a simple equation: we have to do it before others do.





"These Arctic bases are on our territory. Unlike some other countries we are not building them overseas," said Denis Moiseev, a member of the Russian Geographical Society. "Other countries are also very active in trying to push their borders towards the North Pole. Our army must be able to operate on all our territory in extreme conditions."



One country regularly mentioned as an unlikely Arctic rival is China, a close Moscow ally, which has observer status on the Arctic Council, the main forum for coordinating cooperation in the region, and is starting to build its own icebreakers.



Politicians are keener to discuss a commercial Arctic push. New roads and a railway are being built and ports overhauled as Moscow expands its freight capacity and, amid warmer climate cycles, readies for more traffic along its Arctic coast. It hopes the Northern Sea Route, which runs from Murmansk to the Bering Strait near Alaska, could become a mini Suez Canal, cutting sea transport times from Asia to Europe. But while the route"s popularity inside Russia is growing, relatively high transit costs and unpredictable ice coverage means it has lost some of its luster for foreign firms.



Grigory Stratiy, deputy governor of the Murmansk Region, told Reuters there was strong interest in sea route from Asian nations however and that new icebreakers would allow for year-round navigation in the 2020s. "Whatever the weather, the Northern Sea Route will be needed. Its use will definitely grow," said Stratiy, who said Russia was keen to attract foreign investment to the Arctic.


When asked about his country"s military build-up, he smiled. "There"s no reason to be afraid I can reassure you," he said, saying it was driven only by a need to modernize.


"Russia has never had any aggressive aims and won"t have them. We are very friendly people."

US Troops Land in Norway for First Time Since WWII As Tensions Grow With Russia

(ANTIMEDIA) Shortly after the Obama administration began deploying American troops across Russia’s border in a number of countries, including Lithuania, some 300 U.S. Marines landed in Norway for a six-month deployment. Their Monday deployment marks the first time since World War II that foreign troops have been allowed to station in Norway.


The Marines will spend a year in total in Norwegian territory, and the current deployment will be replaced after their six-month service is completed.



Unsurprisingly, it’s doubtful Russia will view this move favorably. When questioned about the proposal to station U.S. troops in Norway in October last year, Russia questioned the motives behind such a move. As the Russian embassy in Oslo told Reuters:


“Taking into account multiple statements of Norwegian officials about the absence of threat from Russia to Norway we would like to understand for what purposes is Norway so … willing to increase its military potential, in particular through stationing of American forces in Vaernes?


A spokeswoman for the Norwegian Ministry of Defense said the arrival of U.S. troops had nothing to do with concerns about Russia.


Clearly, that is not the case. In 2014, Norwegian Defense Minister Ine Eriksen Soereide told Reuters that Russia’s actions in Ukraine raised questions about NATO’s collective defense, stating“[W]e are in a completely new security situation where Russia shows both the ability and the will to use military means to achieve political goals.”



Norway is Europe’s number two gas exporter after Russia and is a founding member of NATO. Despite this, relations between Norway and Russia have historically been good. In fact, the two countries were on track at the end of last year to strengthen ties even further after Norway and Finland revived economic and trade contacts with Russian ministers for the first time since the annexation of Crimea.


It is not in Washington’s interest to have a Europe that cooperates with Russia. Following the mainstream media’s dishonest hysteria over Russia’s alleged interference in the 2016 presidential elections, a recent Reuters/Ipsos poll showed more Americans now view Russia as a threat.



This fear-based mentality is exactly what the U.S. establishment wants as it allows the U.S. to encircle Russia with troops, tanks, and missiles while it keeps the military-industrial complex rolling.


Why would this be?


In a few days, Donald J. Trump will take the top seat at the White House. His unpredictability and admiration and respect for Russian President Vladimir Putin, coupled with his intentions to normalize relations with Russia, might mean the United States will lose a valuable scapegoat and enemy in global affairs. It could also mean the U.S. will have to accept defeat in Syria.


By deploying troops to Russia’s borders, including to countries Russia is set to renew relations with, the Obama administration is locking the incoming Trump administration into an anti-Russia policy he may not be able to back out of without perceivably abandoning America’s NATO allies in the region.
