The Legislative Branch creates laws. The Executive Branch creates laws called regulations (without deliberation or representation). The Judicial Branch makes its own laws by "legislating from the bench."
BTW, isn"t it strange that Congress passes so many unConstitutional laws since each member swears to uphold the Constitution?
ONLY the Legislative Branch can declare war, except when the president feels like it, or the State Dept when Hillary is there. Oh and the UN can start wars to give political cover for the US warmongers.
